Book excerpt: Historians have long grappled with the question of how Islamic civilization - so clearly dominant during the medieval period - could fall completely under Western hegemony in the modern age? Many Western writers answer this question by referencing European ingenuity, initiative, and transformative energy in contrast with Islamic parochialism, passivity, and resistance to change. This book challenges such assumptions by studying the career of an aggressive sultan in early-modern Morocco, Mulay Ahmad al-Mansur (r. 1578-1603), who dared to take on the international super-powers of his day and sought to redraw the map of Islamic Africa. Al-Mansur is best known for launching a bold invasion across the Sahara desert to conquer the West African Songhay Empire. Most historians ascribe strictly economic motives for this assault, stating that the sultan wished to capture the prosperous gold trade that had traveled for centuries from West Africa to the Mediterranean. Dr Cory argues instead that Mulay Ahmad was pursuing more expansive goals than simply stuffing his coffers with West African gold, as evidenced by audacious claims made on his behalf in numerous panegyric texts produced by the sultan's court. Through a detailed analysis of official histories, documents and correspondence, writings by European observers, and architectural evidence, he contends that the sultan sought to establish a Western caliphate that would eclipse the Ottoman Empire. Mulay Ahmad advanced this agenda through panegyric literature, elaborate court ceremonies, grand constructions, stunning military conquests, and astute diplomacy with European powers, Ottoman officials, and sub-Saharan rulers. Such assertions of universal caliphal authority had not been seriously promoted in Islam for over three hundred years before al-Mansur's reign. Thus al-Mansur sought to move his country forward into the modern age by returning to an institution that had governed Muslim lands during the fabled golden age of the Abbasid and Andalusian Umayyad caliphates. Through an investigation of the sultan's ambitions and achievements Dr Cory provides new insight into the history of relations between Muslim states and the West.

It argues that the question we need to ask is how security communities work at a time when armed conflicts among states have become significantly less frequent compared to other non-military threats and trans-boundary risks (e.g. terrorism and the adverse effects of climate change). Drawing upon recent advances in practice theory, the book suggests that the emergence and spread of cooperative security practices, ranging from multilateral diplomacy to crisis management, are as important for understanding how security communities work as more traditional confidence-building measures. Using the EU, Spain and Morocco as an in-depth case study, this volume reveals that through the institutionalization of multilateral venues, the EU has provided cooperative frameworks that otherwise would not have been available, and that the de-territorialized notion of security threats has created a new rationale for practical cooperation between Spanish and Moroccan diplomats, armed forces and civilian authorities. Within the broader context, this book provides a mechanism-based framework for studying regional organizations as security community-building institutions, and by utilizing that framework it shows how practice theory can be applied in empirical research to generate novel and thought-provoking results of relevance for the broader field of IR. This book will be of much interest to students of multilateral diplomacy, European Politics, foreign policy, security studies and IR in general.

Book excerpt: In 1766, the Moroccan ambassador Aḥmad ibn al-Mahdī al-Ghazzāl embarked on an unprecedented visit to Spain during a time of eased tensions between the two countries. The sultan Sidi Muḥammad ibn ‘Abdallah wanted the return of Muslim prisoners and sacred Islamic texts, while the Spanish king hoped to improve trade and security across the Strait of Gibraltar. With royal welcome and escort, al-Ghazzāl traveled for several months in order to meet with Carlos III at his summer palace north of Madrid. There they negotiated a historic treaty, and then the Moroccan ambassador made his way back to Marrakesh, where the treaty was ratified in the presence of the Spanish ambassador Jorge Juan and hundreds of freed Muslim captives. In total, the trip lasted a year and covered more than fifty Spanish cities and towns. Most remarkable, however, is the fact that al-Ghazzāl’s travelogue, in which he recorded the experience in great detail and moving prose, has been lost to history. This first full translation with critical introduction recovers his voice. It offers insight into the dawn of modern diplomacy and its overlap with literature; it looks at eighteenth-century Europe through Arab eyes; and, it explores the deep nostalgia that the Islamic past of Andalusia provoked for a Moroccan traveler who traced his family ties to exiles of the region. Finally, al-Ghazzāl’s visit has further significance as the neglected backdrop to one of Spain’s most canonical eighteenth-century works, the Moroccan Letters of José Cadalso. Thus, the world literature approach of the present introduction also reimagines the pluralism of Cadalso’s “foreign gaze” through the encounters of the actual ambassador in his own words.

Debates on the nature of the sovereign state as a territorially defined political entity are closely linked to discussions of “modernity” and to the development of the field of international relations. While scholars from different disciplinary backgrounds have long questioned the existence of such a concept as a “territorial state,” rarely have they ventured outside the European context. A closer look at the premodern Islamicate world, however, shows that “space” and “territoriality” highly mattered in the conception of interstate contacts and in the conduct and evolution of diplomacy. This volume addresses these issues over the longue durée (thirteenth to nineteenth centuries) and from various approaches and sources, including letters, chancery manuals, notarial records, travelogues, chronicles, and fatwas. Chouki El Hamel argues that we cannot rely solely on Islamic ideology as the key to explain social relations and particularly the history of black slavery in the Muslim world, for this viewpoint yields an inaccurate historical record of the people, institutions and social practices of slavery in Northwest Africa. El Hamel focuses on black Moroccans' collective experience beginning with their enslavement to serve as the loyal army of the Sultan Isma'il. By the time the Sultan died in 1727, they had become a political force, making and unmaking rulers well into the nineteenth century. The emphasis on the political history of the black army is augmented by a close examination of the continuity of black Moroccan identity through the musical and cultural practices of the Gnawa.
