In a true doppler recession, you cannot determine an amount of red shift because the original frequency shifts to another, altogether different frequency, & the original frequency is lost in the frequency shift. Previously, however, we did not understand how time fits into the dynamics of natural events, & we have not considered the dynamics of neutral materials that were previously overlooked. Now we can see that light changes with age as it propagates through time. The longer light has to propagate through time, the more the original frequency becomes displaced downward in the red direction of the light spectrum without shifting frequency. The theory the universe is expanding is based on an apparent red shift of light from most distant heavenly bodies. This cannot be the results of recession because the original frequency is observed to still be the original frequency even though displaced in the light spectrum. We are not seeing an expanding universe. We are seeing light aging over a period of time.
