Opponents believed the Compact was an Agenda 21 government conspiracy to steal Montana's land and water. It was not. They let their fears drive their decisions. But they controlled almost half of Montana's House.At the end of a bitter fight, Montana's House ratified the Compact by only ONE vote.All voters everywhere should realize the danger to themselves when they elect too many far-right, Evangelical candidates.

Book excerpt: This book provides insight into American politics and the challenges facing conservative Americans, both within and external to the Republican Party. The author devotes the first chapter to tracing Montana's water back through the Ice Age, and the subsequent migration of the Iroquois Indians to the region. Chapter 2 covers the politics behind the eventual passage of SB 262, and the consequences had it not passed. Chapter 3 details what the Compact provides to all affected parties, while Chapter 4 explains the many benefits to Montana, including how it assures sovereignty from Federal intervention. Chapter 7 provides "Fifteen dumb claims against the Compact," following in Chapter 8 with analysis of the six invalid legal claims against the Compact. The author explains how the newly elected Tea Party Republican legislators took an extreme, illogical stance against the Compact, and how they nearly caused the Compact to fail. The 2015 Confederated Salish and Kootenai Tribes Water Compact was a true Robert Frost moment in Montana's history. Whether Montanans liked it or not, Montana would choose one of two roads. The choice would be permanent no matter which road Montana chose. The road chosen would make all the difference to Montana's future. Its ratification would resolve all Montana's Indian water-rights issues forever. Its rejection would subject Montanans to a generation of the most costly, legal battles in Montana's history. And the legal battles would be unwinnable. Montana's 1979 Legislature opened the door for Montana to resolve its Indian water rights problems by negotiation rather than by litigation. They could not have predicted how political forces in 2015 would oppose Montana's last Indian water compact. Most Montana farmers and ranchers, city managers, and business leaders supported the Compact. Democrat legislators supported the Compact. True Republican legislators, who represent 80 percent of Republican voters, supported the Compact. Far-right, Evangelical tea party legislators, who represent only 20 percent of Republican voters, opposed the Compact. They were irrational and immoral, but they controlled almost half of Montana's House. At the end of a bitter fight, Montana's House ratified the Compact by only ONE vote.

Continuing population growth and rapid development, coupled with environmental events such as droughts, have led to increasing water shortages in sections of the nation. In Interstate Water Compacts author Joseph F. Zimmerman highlights the growing importance of water issues within the United States and a device that has been instrumental in facilitating interstate cooperation to solve water-related problems: the interstate compact. This groundbreaking work is the first to devote itself exclusively to interstate and federal-interstate compacts pertaining to controversies including the abatement of water pollution, apportionment of river waters, economic development, flood control, inland fisheries, marine fisheries, and restoration to rivers of anadromous fish, such as salmon and shad. The process for entering into interstate and federal-interstate compacts is explained in detail, as is the exercise of original jurisdiction by the US Supreme Court to resolve intractable interstate controversies involving interpretation of provisions of compacts, water apportionment, and water pollution abatement. Zimmerman concludes by calling for the President, Congress, governors, state legislatures, and local governments to devote more attention and resources to finding solutions for water-related problems.
