Book Visions of a Digital Nation

Download or read book Visions of a Digital Nation written by Jacob Ward and published by MIT Press. This book was released on 2024-02-06 with total page 339 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why the privatization of British Telecom signaled a pivotal moment in the rise of neoliberalism, and how it was shaped by the longer development and digitalization of Britain’s telecommunications infrastructure. When Margaret Thatcher sold British Telecom for £3.6 billion in 1984, it became not only, at the time, the largest stock flotation in history, but also a watershed moment in the rise of neoliberalism and deregulation. In Visions of a Digital Nation, Jacob Ward offers an incisive interdisciplinary perspective on how technology prefigured this pivot. Giving due consideration to the politicians, engineers, and managers who paved the way for this historic moment, Ward illustrates how the decision validated the privatization of public utilities and tied digital technology to free market rationales. In this examination of the national and, at times, global history of technology, Ward’s approach is sweeping. Utilizing infrastructure studies, environmental history, and urban and local history, Ward explores Britain’s nationalist and welfarist plans for a digital information utility and shows how these projects contested and adapted to the “market turn” under Margaret Thatcher. Ultimately, Visions of a Digital Nation compellingly argues that politicians did not impose neoliberalism top-down, but that technology, engineers, and managers shaped these politics from the bottom up.

Book excerpt: Explores the efforts of the US and the EU to implement the WTO Basic Agreement on Telecommunications Services, and how these initiatives to open up local markets affect markets for international telecoms services. Naftel (a telecommunications lawyer) and Spiwak (a policy consultant) report that the telecoms trade war is close to getting out of hand and that there is a growing politicization of, and cynicism towards the regulatory process. Their contention is that many post- WTO regulatory initiatives ultimately harm consumers. The text is divided into sections on the analytical and legal framework, US and European efforts to promote competition, and case studies in regulatory cynicism. Distributed by ISBS. c. Available in PDF, EPUB and Kindle. Book excerpt: Since 1971 competition has begun to replace regulation as a governing force in the telecommunications industry. The breakup of the national telephone monopolies, technological advances, and the worldwide network in telecommunications have brought a revolution in the telecommunications equipment and services industries. These changes have forced legislators and regulators to rethink public policy toward communications. The papers in this book were first presented at a conference organized by Robert Crandall and Kenneth Flamm, pulling together a group of industry professionals and scholars to address the far-reaching implications of the upheaval in the communications industry. The contributors analyze the effects of this increasing competition on standardization, technical innovation, and international rivalry. Changing the Rules offers possible policy options and analyzes their potential effects on the future market structure and the competitive positions of the U.S. computer and communications industries.

Book excerpt: So Paulo, Brazils largest city, has more mobile phones than does Paris. The largest phone system in Kampuchea is cellular. In the next twenty years, within one generation, everyone on earth will be able to place a phone call to anyone else anywhere. This Meganet is a patchwork of networks, big and small, local and global, primitive and high-tech, that fit together because they share compatible technologies. Wilson Dizards Meganet is a report on the progress and setbacks in expanding Meganet resources to everyone on earth. He examines not only the advantages, from toll-free numbers and credit cards, but the downsides, from the potential invasions of privacy to the question of who will and who should control Meganet. Dizard describes the likely players: from the oil and utility companies who own desirable rights-of-way to Silicon Valley to emerging innovators in Chile and Germany.
