Book Evaluation of Monitoring and Analysing Food and Agricultural policies Phase II MAFAP II

Download or read book Evaluation of Monitoring and Analysing Food and Agricultural policies Phase II MAFAP II written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2021-10-01 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: Governments have turned to FAO for support in identifying and assessing options for reforming policies on food and agriculture through the “Monitoring and Analysing Food and Agricultural Policies” (MAFAP) programme. While the first phase of FAO’s efforts concentrated more on conducting policy analysis and measuring public expenditures, this second phase built on the first phase’s outcomes to support policy reforms across Southern Asia and sub-Saharan Africa. MAFAP has been found to be an effective and well-positioned influencer of policy reforms in the agricultural sector. However, there are areas of improvement for this programme, including: i) increased resources to better address increasing policy support demand; ii) more strategic planning; iii) more formal institutionalization and more engagement with civil society and the private sector; iv) more coherence at country level in conducting preliminary analysis; and v) improvement to its knowledge management system in order not to lose its institutional memory.

This book was released on 2017-02-15 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: Understanding how various entities in a policy system at the national level can contribute to improved use of evidence in policy making. Yet little research has focused in developing countries on how various actors and players in a policy system work together to achieve a set of policy goals. In this paper, we study the factors contributing to the effectiveness of a policy system. The process of policy design, adoption, implementation, and refinement requires an effective policy system as well as a capacitated and supportive institutional structure. External actors both through technical and financial assistance often support policy systems in developing countries. Poor coordination and harmonization of such assistance among various actors and players within the country can often result in undermining the very policy systems they try to strengthen. This is typical in the African agricultural development process. In this paper, we develop a conceptual framework for understanding the policy and institutional architecture of food and agriculture policy system and for improving the coordination and harmonization of the roles of policy actors and players. Applying the framework to Ghana, we map and analyze the organizational contributions of various actors and their functional characteristics. We show how such analysis can aid various policy actors in setting priorities and strategies for increasing their capacity and the effectiveness of their roles. Finally, we draw lessons for strengthening the food policy systems in developing countries through effective coordination among local and external actors.

Book Rwanda Food and Agriculture Policy Monitoring Review 2020

Download or read book Rwanda Food and Agriculture Policy Monitoring Review 2020 written by Tuyishime, C., Pernechele, V., Bizimana, C., Semwaga, O. and published by Food & Agriculture Org.. This book was released on 2020-12-15 with total page 54 pages. Available in PDF, EPUB and Kindle. Book excerpt: Rwanda’s agricultural sector accounts for about 29 percent of GDP and employs about 72 percent of the population that is economically active. It is still the dominant source of income for the majority of the poor who live in rural areas and is of significant importance in achieving the national priority objectives of sustainable economic growth, food security, and poverty alleviation. The report provides quantitative evidence on how the Government of Rwanda’s policies and expenditure decisions have supported its food and agriculture sector over the past decade. More, in particular, it provides information on the extent to which producers of key food (rice and wheat) and export crops (tea and coffee) are being supported – or penalized – by the policy. Also, it sheds light on the level and composition of public expenditures on food and agriculture, and how these have been changing over time. And finally, it assesses the coherence between the Government’s agricultural policies and its overall strategic priorities and provides insight into whether these are coherent. Conclusions and recommendations are believed to provide guidance for policy decision-making and reforming of policies that constrain productivity growth – the main engine for agriculture transformation and development.

Book Food Deficits and Agricultural Policies in Sub Saharan Africa

Download or read book Food Deficits and Agricultural Policies in Sub Saharan Africa written by Michael F. Lofchie and published by . This book was released on 1984 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: The second in a series of Hunger Project papers discusses the current status, causes, and possible remedies of famine in sub-Saharan Africa. This area represents the only region of the world where food production per capita has declined during the past 20 years, where approximately 150 million people are malnourished. Two widely discussed theories have been offered to explain the decline in good production: the theory of underdevelopment, the theory of comparative advantage. However, these theories (and policies based on them) have serious limitations. Environmental constraints to developing agricultural strategies for agricultural development promotion in Africa also are discussed. The weakness of food aid as a long-term benefit is described. A special report on food deficits in sub-Saharan Africa as of 1984 and a map of Africa also are included. (wz).

Book Realigning policy interventions on agricultural prices

Download or read book Realigning policy interventions on agricultural prices written by Consoli, S., Egas Yerovi, J.J., Morales Opazo, C. and published by Food & Agriculture Org.. This book was released on 2022-08-03 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: COVID-19 has resulted in a shock to agrifood systems around the world, with the potential for low- and middle-income countries to be particularly affected. Although policy responses were more muted than during the 2007–2008 world food crisis, efforts to insulate from supply shocks and ensure local availability during COVID-19 have generally included export restrictions and import tariff reductions, among other responses. In an effort to enable rapid market monitoring and realignment, we develop a new indicator defined as a monthly nominal rate of protection “express” which seeks to isolate as much as possible the effect of trade and market policies on domestic prices in real-time in order to understand how they responded. This analysis examines changes to this indicator during the first wave of the pandemic in 27 low- and middle-income countries for the most-consumed staple cereals of the poor and food insecure. We show that agricultural price incentives declined by 12.6 percentage points compared to the same months in previous years, suggesting that retail domestic price spikes may have largely been mitigated or avoided. However, impacts varied across countries and commodities, and this indicator can serve as a tool for examining primary drivers of changes and conducting causal analysis to facilitate adequate agrifood policy responses to support economic recovery in the post-COVID-19 era.

Chapters provide (1) an in-depth review of the evolution of agricultural sector policies over the last five decades; (2) a systematic analysis of traditional input constraints on agricultural productivity; (3) discussion of policies needed to bolster competitiveness along value chains; and of (4) factors that shape the broader enabling environment needed for agrifood system transformation. The report serves as the official M&E report for the Comprehensive Africa Agriculture Development Programme (CAADP), tracking progress on over 30 CAADP indicators.
