Demand for narrow money balances had increased markedly in relation to GNP in the Netherlands throughout the 1980s. This phenomenon could not be explained satisfactorily with traditional Goldfeld-type money demand functions which had performed well until that time. Drawing on advances in dynamic modeling from the error corrections and cointegration literature, and incorporating yield-curve effects and the exchange rate of the guilder with the U.S. dollar as additional monetary indicators significantly improves the performance of money demand estimates.

Book excerpt: In most Keynesian-type macroeconomic models the financial sector is modelled in terms of money demand, money supply and money market equilibrium. The market equations for private and government debt, i.e. credit, are implicit in these models by virtue of Walras' Law and need not be explicitly specified. Market equations for existing physical capital, or shares in capital, are absent from these models on the tacit assumption that physical capital cannot be traded and, consequently, has no market price. Money in these models is a substitute for private and government debt, not for current output, let alone for physical capital (or claims thereon). Models with these characteristics have three basic weaknesses. They narrow down the monetary transmission mechanism to a small subset of assets. Moreover, they produce downward-biased estimates of the degree of controllability of money in open economies if money and claims on physical capital are actually substitutes. Finally, these models are ill-suited to analyze adequately the effects of open market operations and of financing government budget deficits which change the stocks of money and debt.

Book excerpt: This Selected Issues paper focuses on a steady increase in current account surpluses in ”Surplus 3” countries—Germany, the Netherlands, and Switzerland—since the mid-1990s. In Germany and the Netherlands, nonfinancial corporations seem to be behind the rising surpluses. In these countries, increasing corporate profits have not been converted into dividends, keeping a lid on consumption. In Switzerland, household savings seem to explain the bulk of the current account surplus: both mandatory and voluntary savings have been on an increasing trend since 2000. Trending net contributions to pension funds since 2000 and rising equity contribution for housing purchases are likely drivers.

Following a slowdown in 1991–92, the Dutch economy experienced a mild recession in 1993 with GDP growth falling to about 1⁄2 percent. Output was sustained by external demand, which contributed nearly 1 percentage point to GDP growth, while domestic demand fell by 1⁄2 percent. Business investment decreased by 3 percent as a result of reduced profits and a low rate of capacity utilization, while the contribution to GDP of lower stockbuilding was –1⁄2 percentage point.

This change in the monetary system requires that a Eur opean Central Bank is set up and a common monetary policy is pursued. There is general agreement among those countries which are likely to join the common currency that price level stability has to be the ultimate objec tive of monetary po1icy. It is an open issue, however, what kind of policy is best suited for that purpose. The alternative strategies under discussion are a direct inflation targeting, an intermediate monetary targeting or a mixture of both. For these policy strategies a stable money demand relation is of cen tral importance. Therefore a workshop on Money Demand in Europe was organized at the Humboldt University in Berlin on October 10/11, 1997. This research conference brought together academic and central bank econo mists and econometricians predominantly from Europe to discuss issues on specification, estimation and, in particular, stability of money demand rela tions both in a single equation and in a systems framework. In this volume revised versions of the papers presented and discussed at the workshop are collected. The volume thereby gives an overview of money demand analysis in Europe on the eve of the introduction of the Euro in some European countries. It contributes to the discussion on a suitable monetary policy for the new European Central Bank.

Book excerpt: This study provides an estimate of the size of the informal economy in the Nether lands in the period 1965-1982. In this study the informal economy has been defined statistically as that part of the non-registered national product which involves monet ary transactions. Bartering activities and transactions outside the market are thus left completely out of consideration. The same is true of those market transactions which, despite their illegal or underground nature, are already included in the national pro duct published by the Central Bureau of Statistics (CBS) because of its measuring methods. According to the CBS (1983a) these transactions account for 5 to 10% of national income. This means that the estimate of the informal economy will be smal ler when the statistical registration is more comprehensive and a wider starting point is chosen than the market. The term underground economy as used in a fiscal context therefore means something else than the statistical term informal economy used in this study I. The phenomenon of the informal economy emanates partly from the usual measuring conventions; at the same time it is also an expression of economic behav iour motivated by economic incentives and conditions which aims to keep such econ omic dealing concealed. This study attempts to quantifY the size of that informal economy partly on the basis of economic behaviour. Observable monetary trans actions were the main starting point.

Book excerpt: This Selected Issues paper analyzes the housing prices, consumption, and the household debt overhang in the Netherlands. Deflated housing prices that were fueled by robust borrowing often leave in their wake households with heavy debt burden. This “debt overhang” forces households into deleveraging—reducing their level of debt to sustainable levels. When deleveraging is brought about through reduced household consumption, it can contribute to a protracted “balance sheet recession” as appears to be the case in the Netherlands. This paper estimates a simultaneous equations model of the Dutch economy using a three-stage least squares approach. Empirical results are supportive of the hypothesis that housing prices strongly affect private consumption.

The pension system is ranked first globally by share of GDP and the insurance sector has consolidated assets amounting to about 140 percent of GDP.
