Book excerpt: The book discusses the policies and strategies for Science and Technology (S&T) and Innovation capability building put up by Maghreb states (Algeria, Tunisia, Morocco) in the last three decades. The application of structural adjustment programmes (SAPs) in recent years, the opening up of their economies and liberalisation of trade have confronted firms with largely innovation-based competition and the attempt to reduce this impact are far from effective, particularly in the face of the era of knowledge economy and sustainability requirements. The work is articulated around three major themes: the difficult path to S&T capacity building, the attempts to put up National Systems of Innovation (NSI) and the prospects for a more innovation driven growth at the territorial level, notably through intermediate institutions and science and technology poles. While pointing out the difficulties of building NSI, the book examines how the context of an innovation- driven competition put local firms, especially SMEs, in a difficult position. It notes that universities, which are prone to internal politics and rent-seeking, are not producing the necessary human capital. The knowledge economy era challenges raise some hopes for better access to innovation and knowledge assets in the world while at the territorial level, new innovation dynamics are taking place. Based on extensive research and consultancy work done on the analysis of policies in the Maghreb, the book also raises the issue of the neighborhood of the European Union, and argues that unless Europe integrates the Maghreb in a real neighborhood Innovation System, the prospects for innovation take -off in the region are limited.

The key power in industrial society has been linked to the possession of capital and factory. In the "information society" it could be rather different. If one accepts that that the key power in the information society will be linked not so much to the ownership of information but to human creativity nourished by that information, the productive force of today and tomorrow, could be more and more the human brain. Making use of one's intelligence is always accompanied by positive emotion, which in turn further activates the intelligence. But, unfortunately, under present conditions workers of all levels live in fear, anxiety and stress rather than desire and motivation. The question of "basic human ecology" (quality of life) is, therefore, a major strategic factor. It is precisely the opposite to the mechanisms of exclusion that currently dominate our society: exclusion of young people through joblessness - but also exclusion through technology, as with the helplessness of older people or the poorly educated confronted with ticket dispensing machines or other automats. This is not idle theorizing, it corresponds to concrete facts. It is, for example, how some observers interpret the crisis at IBM. Because its programs were less 'human-friendly', it was shaken to its foundations by Apple and Microsof- though it seems since to have learnt its lesson.

In order to overcome culturally shaped blind spots in conducting research in different settings, this volume highlights how the structuring of roles, interests, and power among different organizational elements, such as teams, departments, and management hierarchies (each comprised of members from different intellectual and professional backgrounds), generates various paradoxes and tensions that bring into play a set of dynamics that have an impact on learning processes. In this context, such questions often arise: How is knowledge shared in the multicultural organization? What problems and issues emerge? How do different mentalities affect people’s responses to new knowledge and new ideas? How can knowledge-sharing processes be improved? Under which conditions do ideas generated by units or groups of different cultural traditions have a chance of being heard and implemented? Such questions translate into an investigation of potential managerial dilemmas that occur when different but equally valid choices create tensions in decision making. The authors draw from experiences working with a wide variety of organizations, and insights from such fields as sociology and psychology, to shed new light on the dynamics of knowledge management in the multicultural enterprise. The resulting tensions have fuelled dissatisfaction with the European project as a whole, culminating in the rejection of Europe's proposed new constitution. Reform of the social model is therefore a matter of urgency. It has to go hand in hand with the quest to regenerate economic growth. The weaker performers in Europe over the past few years can learn a good deal from states that have coped more effectively. But more radical changes need to be contemplated in the face of the impact of globalization, rapidly increasing cultural diversity and changing demography. The author argues that the traditional welfare state needs to be rethought. We have to bring lifestyle change into the heart of what welfare means. Moreover, environmental issues must be directly connected to other citizenship obligations. These innovations have to be made at the same time as Europes competitive position is upgraded.
