Available in PDF, EPUB and Kindle. Book excerpt: Top policy experts offer Medicare reform solutions for the millions of seniors whose health care depends on America's fastest growing federal entitlement. In Modernizing Medicare, editors Robert Emmet Moffit and Marie Fishpaw bring together a rare combination of leading scholars and policy practitioners to outline a vision for Medicare reform and provide solutions for the millions of seniors whose health care depends on it. Contributors include a former Medicare trustee, a former Medicare administrator, and a former director of the Congressional Budget Office. Detailing Medicare's biggest problems, this team of top policy experts offer solutions based on personal freedom of choice, transparency of price and performance, and market competition among health plans and providers that will secure patients more affordable, more accountable, and higher quality medical care. They also address Medicare's reform needs and analyze the promising performance of the Medicare Advantage program. The authors outline Medicare's major financial problems and the best solutions for Medicare patients and taxpayers alike. While Medicare's accelerating spending is generating higher deficits and debt, standard cost-control strategies—such as payment reductions and price controls—jeopardize patients' access to high-quality care. Available in PDF, EPUB and Kindle. Book excerpt: In this cross-cutting analysis, some of the nation's most prominent social insurance experts go beyond recent budget debates to examine the fundamental and technical choices Medicare poses for the American people in the next century. The book begins with a consideration of the underlying social contract between Medicare's beneficiaries and workers. Pointing out that Medicare historically has had particular significance for civil rights and women's economic security in addition to providing health security, the authors debate the appropriate social contract for the future. The book also lays out the challenges in financing Medicare as health care costs rise and the population ages. Several authors explore how the growth in managed care is likely to affect Medicare beneficiaries with particular emphasis on beneficiaries with chronic illness, and they address some of the policy changes needed to make managed care better. In addition, they also look at how managed-care tools could be applied to the fee-for-service sector. The book concludes with an examination of how public opinion, politics, and leadership affect the prospects for significant Medicare restructuring in the near and long term. Book Restoring Quality Health Care

Download or read book Restoring Quality Health Care written by Scott W. Atlas and published by . This book was released on 2020 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Affordable Care Act (ACA) granted the federal government unprecedented regulatory authority over health insurance and the health care industry. Those changes ignore the fundamental problems with the existing system: the incentives that have caused runaway costs and excluded millions of Americans from accessing the world's best medical care. Many former ACA supporters now push for an even more extreme takeover of the US system: overt single-payer health care, or "Medicare for All."In Restoring Quality Health Care, Dr. Scott W. Atlas offers a fundamentally different approach to improving America's health care system. Instead of framing the debate with the traditional trade-offs--fewer benefits versus higher taxes--his plan is modeled around a new paradigm: restoring the appropriate market-based incentives to increase the quality of health care and reduce its costs. He proposes a six-point reform plan for US health care centering on lower-cost catastrophic coverage and universal, significantly expanded health savings accounts (HSAs). The plan transforms the US health care system and enhances innovation by instilling market-based competition and empowering consumers through incentives and strategic deregulation. Most important, the health care reforms in this plan reflect the key principles held by Americans concerning what they value and expect from health care in terms of access, choice, and quality.
