Book excerpt: Imagining Pakistan argues that the creation of Pakistan is a result of Muslim modernism in the Subcontinent, as it defined the struggle for identity, nationalism, and empowerment of Muslim communities. This modernist movement represented the ideals of inclusivity, equal rights, a liberal constitutional framework, and a shared sense of political community among diverse ethnic and regional groups. However, while this modernity was the ideal of Pakistan’s founders, it faced resistance from Islamists obsessed with recovering a past legacy of lost Muslim glory. A major threat to political modernism also came from the military that wanted to create a strong and secure Pakistan through ‘controlled’ democracy. Multiple interventions by the military and deviations from the foundational republican ideas left Pakistan in the rough sea of power struggles, causing institutional decay and creating space for the rise of radical Islam. Imagining Pakistan analyzes the institutional imbalance between the military and the civilian groups, the idea of the security state, and the Islamist social forces and movements that have been engaged in the politics of Islamic revival. It argues that Pakistan’s stability, security and progress will depend on pursuing the path of political modernity. Although the restoration of parliamentary democracy and the resilience of the Pakistani society are hopeful signs, resolving the critical issues that Pakistan faces today will require consolidation of democracy, better leadership, and a moderate and modernist vision of both, the state and the society.

An eleven-volume set, it is the most extensive collection of fatwas written and published in the Arab Middle East during the late nineteenth and early twentieth centuries. Al-Wazzani's legal opinions addressed practical concerns and questions: What are the ethical and legal duties of Muslims residing under European rule? Is emigration from non-Muslim territory an absolute duty? Is it ethical for Muslim merchants to travel to Europe? Is it legal to consume European-manufactured goods? It was his expectation that these fatwas would help the Muslim community navigate the modern world. In considering al-Wazzani's work, this book explores the creative process of transforming Islamic law to guarantee the survival of a Muslim community in a changing world. It is the first study to treat Islamic revival and reform from discourses informed by the sociolegal concerns that shaped the daily lives of ordinary people. Etty Terem challenges conventional scholarship that presents Islamic tradition as inimical to modernity and, in so doing, provides a new framework for conceptualizing modern Islamic reform. Through the voices and experiences of Muslims themselves, the book examines Nepal’s most influential Islamic organizations for what they reveal about contemporary movements of revival among religious minorities on the margins--both geographic and social--of the so-called Islamic world. It reveals that Islamic revival is both a complex response to the challenges faced by modern minority communities in this historically Hindu kingdom and a movement to cultivate new modes of thought and piety among Nepal’s Muslims.
