The fourth edition of the Historical Dictionary of the Republic of Cameroon has been updated to reflect advances in the study of Cameroon's history as well as to provide coverage of the years since the last edition. This calls for decentralisation beyond the dominant concern by states and government with urban spaces. Rural areas, rural development and the future of rural settlements need to be understood and addressed in the context of the ongoing democratisation trends and the emergence and development of civil society. States have tended to tame rather than serve civil society in Africa. By establishing a single cultural reference and imposing a centralised state, African governments have exacerbated the fragmentation of civil society. However, political pluralism has slowly been gaining ground since the 1990s. This book explores the scope for implementing decentralisation programmes that focus on citizens in rural areas. For the purpose of decentralisation, civic participation in local politics and user participation in development programmes must be seen as two sides of the coin. The book focuses on spatial planning - a process concerned with spatial organisation in an integrative manner, and incorporates the design, establishment and implementation of a desired spatial structural organisation of land. This is especially relevant in a context where the formulation of guidelines for spatial development at the overall level of a state is inadequate.

The regime in Cameroon has drifted away from basic managerial and democratic principles in in favour of the ethnicisation of politics, sterile consumption, clientelism and patronage. The book contends that corruption has become the main instrument of governance whereby the political and economic elites control the wealth of the nation at the expense of a majority who wallow in abject poverty and misery. Faced with the difficult economic and political situation, most youth and the intelligentsia have adopted 'official and 'unofficial' means to circumvent all immigration rules to travel to affluent Western countries, the consequences notwithstanding. Brain drain is often the outcome. Further, it examines issues of social exclusion, political representation and marginalization with special focus on the predicament of Anglophone Cameroonians as a socio-cultural community. The inclusion of examples and case studies based on empirical and secondary data from Africa is intended to foreground the importance of comparison, and attract the interest of both academic and non-academic readership.

It focuses on the present-day lexicon of this non-native variety of English. English has been in use in this territory for a long period of time and over the years, it has developed some characteristic lexical features which have not as yet been described fully. Previous researchers have been regarding linguistic innovations as cases of lexical errors or Cameroonisms; as a result, teachers and language purists have been discouraging their usage. Today, it is obvious that these innovations have come to stay; they are specific to Cameroon and therefore constitute Cameroon's contribution to the development of world language English. The book is divided into two parts. Part One gives background information on Cameroon (physical and human geography, economy and geopolitics), the language situation in Cameroon (ancestral and vehicular languages, major lingua francas and official languages) and the linguistic features of English in Cameroon (phonology, grammar and lexicology). Part Two describes the research design (textual material, method of data collection and informants) and provides a lexicographic description (spelling, word formative process, definition) of characteristic Cameroon English lexemes.

Following the defeat of the colonial power, Germany, in the First World War (WWI), the League of Nations in a March 1916 Mandate, partitioned the territory into two unequal halves among the victorious imperial powers of England and France, to be governed in trust as from 1922. As a result of the partition, the Mbos, who happened to find themselves right along the lines of division, were thrust under French and English administration, respectively. Roughly two thirds of the Mbos found themselves in what had then become French (East) Cameroon, while the remaining one third was thrust under British (West) Cameroon rule. Today the Mbos, as a whole, occupy parts of the Littoral and Western (Francophone) and Southwest (Anglophone) regions of Cameroon. While the Francophone Mbos have, over the decades, benefited from all aspects of economic, social, political, and agricultural development, the Anglophone Mbos have been isolated and deprived of all the outward and physical (tangible) aspects of socio-economic and political progress. The persistence of such colonial divisions makes for inequality among the Mbos, despite their common ancestry, ethnicity and cultural heritage. This book seeks to update on diverse aspects of the study conducted on the British Mbos by J.W.C. Rutherfoord and others as a first step toward a comprehensive publication on the Anglophone Mbos.

As this book shows, the ordinances of the 1970s which stopped traditional communities from making claims of ownership of land, the unwillingness of the traditional elite to understand and accept the arbitrary colonial imposed boundaries, and the dubious role played by those in authority in an attempt to solve or identify the root causes of these conflicts constituted the bed rock for the emergence of multi-dimensional problems. This book argues that conflicts in the North West Region have been promoted by the colonial factor, the authorities’ insistence on focusing on the consequences rather than on the deep causes, land laws, administrative orders and formally made arrangements. It argues very strongly that conflicts in the North West Region have become so protracted that solving them has been an uphill task.

The notion of boundary is universal as boundaries are also an important part of human social organization. Through the ages, boundaries have remained the container by which national space is delineated and contained. For as long as there has been human society based on territoriality and space, there have been boundaries. With their dual character of exclusivism and inclusivism, states have proven to adopt a more structural approach to the respect of the former in consciousness of the esteem of international law governing sovereignty and territorial integrity. However, frontier peoples and their realities have often opted for the latter situation, imposing a more functionalist perception of these imaginary lines and prompting a border opinion shift to a more blurring form of representation and meaning in most African communities. This collective multidisciplinary effort of understanding how tangible and intangible borders have influenced Africas attitude and existence for ages is worthy in its own rights. The difference between what borders are and what they are not to a people is the mere product of their own estimations and practices, a disposition that leads the contributors to this book to study borders beyond states or nations and how borders are crossed or transferred from one point to the other for the convenience of their histories and being.
