Adicionalmente se requeria que el recurso a presentar apuntara al cumplimiento de los objetivos de la compañia, que sus resultados fuesen medibles y que permitiera un control y seguimiento constantes, así mismo que estuviese basado en un esquema sostenible en el tiempo. Para ello se partio de recolectar todas las evidencias que identifican la necesidad y de un diagnostico del status actual de la empresa en lo relacionado a temas de formacion y capacitacion. Posteriormente se recopilaron las bases teoricas y conceptuales requeridas para construir y desarrollar un propuesta.
