Book excerpt: Resumen: El presente documento evalúa el Sistema de Gestión Ambiental de una Agencia de Cooperación Internacional que apoya programas de Desarrollo Alternativo y Sustitución de Cultivos Ilícitos, a través de una descripción detallada de los elementos y procedimientos que conforman el Sistema de Gestión Ambiental (SIGA), se evaluó este con la herramienta DOFA parte interna, para determinar las debilidades y fortalezas y proponer acciones que permitan mejorarlo. Las debilidades encontradas que más afectan el Sistema se identificaron en los procedimientos de aprobación ambiental. De igual manera las revisiones ambientales pueden no ser muy objetivas debido a que son preparadas por la misma entidad que ejecutará los recursos de la Cooperación Internacional, así como el monitoreo y la evaluación de los planes de manejo ambiental. Por otro lado las guías ambientales no contienen la información suficiente para guiar a los ejecutores de los proyectos en la implementación de medidas ambientalmente amigables. Las acciones más importantes a realizar consisten en ajustar los procedimientos que puedan afectar el Sistema como son: Modificar el formato de solicitud de exclusión categórica con información relevante acerca de la ubicación del proyecto, anexando fotografías, mapas etc. Cambiar la metodología cualitativa de evaluación de impacto ambiental por una cuantitativa teniendo en cuenta distintas variables, mejorar las guías ambientales agregándoles información como: marcos jurídicos, evaluaciones de impacto que detallen la actividad donde se generan estos, descripciones detalladas de las medidas de mitigación apropiadas para cada impacto en las actividades productivas.

The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.
