Book excerpt: The elimination of the European Union (EU) production quotas on 30 September 2017 and the continuing negotiations over the reciprocity of preferential access between the EU and the countries of the Africa-Caribbean-Pacific (ACP) group have prompted the need to examine the future of the ACP sugar industry. The ACP is concerned that the elimination of EU production quotas, may lead to a reduction in sugar imports by the EU from 3.7 million tonnes to just under 1.5 million tonnes by 2022. The reciprocity of preferential access that is being negotiated under the Economic Partnership Agreement (EPA) between the EU and the ACP could further reduce EU sugar imports. Addressing these concerns is important for policy-making because in many low-income ACP countries, the sugar industry remains one of the major sources of both foreign exchange and employment. Therefore, sugar policy inevitably influences economic and agricultural developments in these countries.The purpose of this study is to analyse the impact of the elimination of the European Union sugar production quotas on ACP sugar production and trade, as well as, on welfare (including farmers’ welfare) and to examine the feasible options that the ACP sugar subsectors are considering to mitigate the brunt of this policy change, particularly as it will affect sugar farmers and workers.

The C-EPA is a bi-regional agreement, signed in Bridgetown, Barbados in October 2008, with the specific aim of supporting the sustainable development of the Caribbean. As a paradigm changer in the ACP-EU trade relationship, the C-EPA has unsurprisingly attracted considerable attention. The long process of ratification by twenty-seven EU Member States and fifteen Caribbean countries has begun, and implementation is advancing after an initial delay. This book is the first detailed analysis of the Agreement's provisions, including its negotiating history and prognosis of its future potential. It is written by fifteen Caribbean and European practitioners, most of whom actively contributed to the crafting of the Agreement as CARIFORUM or EU negotiators. It details how the end of centuries of preferential treatment of Jamaican sugar in the British/European market in 2005 worsened the social and environmental realities of the Monymusk community in Clarendon, Jamaica, which depended on the sugar industry. In describing the response of the Jamaican Government to the changes in the EU Sugar Regime, and the subsequent roll-out of an EU funded adaptation strategy, the author provides some unique perspectives on this process, drawing on his experience as a senior civil servant involved in the process. The book also highlights the continued social and environmental impact on the area since 2015 . The book concludes with a discussion on the empirical findings and how those findings contribute to the debates on the dependency perpetuated by the Plantation Economy Model of development and the failure of neo-liberal influenced government policies, as well as the lack of imagination of post-independent governments to break this dependency and deliver on the promise of independence.

This new CEPS study analyses whether policy-making processes in the EU Council provide sufficient scope for development inputs to be made in 12 key policy areas: trade, environment, climate change, security, agriculture, fisheries, social dimension of globalisation, employment and decent work, migration, research and innovation, information society, transport and energy. The study also includes coverage of the policy-making processes in the European Commission as it initiates and defends most of the policies being discussed in the EU Council. Its findings point to the highly segregated character of EU policy-making and provide interesting insights into the internal challenges the EU will need to address in order to fulfil its goal of achieving greater coherency in its (external) policy-making. To strengthen the potential for PCD the study suggests six proposals for structural reform as well as a set of specific recommendations.

For the countries around the Mediterranean basin the most important regional trade agreements involved are the Euro-Med Agreements, which influence their trade flows as they aim to promote regional integration. Based on the theory of applied welfare economics, this study analyses empirically the impacts of different policy scenarios on the agricultural sector of Mediterranean countries by using an extended and modified version of the trade policy model AGRISIM. The results show that trade liberalisation, either multilateral or bilateral, would be beneficial for the Mediterranean agricultural markets due to positive welfare effects and should be considered by policy makers.

How much international obligations constrain state behaviour, however, is contested in the International Relations literature. This book seeks to explain whether, why, and how jurisdictions comply with inconvenient international obligations. It does so through detailed process tracing of European Union (EU) policies found incompatible with World Trade Organization (WTO) rules: its ban on hormone-treated beef, its banana trade regime, its moratorium on the approval of genetically modified crops, its sugar export subsidies, and its anti-dumping duties on bed linen from India. It uses the adverse rulings as the 'treatment' in a 'natural experiment', contrasting the policy-relevant politics before and after each ruling. The case studies are supplemented by a qualitative comparative analysis of all EU policies found to contravene WTO rules that had to be changed by the end of 2019. The book contributes to debates on the impact of international institutions, on the effectiveness of the WTO, and on the nature of the EU as an international actor. It argues that the preferences of policy makers (the 'supply' of policy change) matter more than demands from societal actors in determining whether compliance occurs. It also argues that while policy change in response to adverse WTO rulings is the norm (good news for trade), WTO members do resist obligations that would compromise cherished policy objectives (good news for legitimacy). This volume contends that the EU's compliance performance is like that of most WTO members; it is not a unique international actor.
