Secondly, the authors perform modeling in the context of solving control problems. Next, the conditions of corrupting a major task of control consisting of ensuring sustainable development of modeled hierarchical organizations are reviewed. Here, the authors proceed from the original concept of sustainable management (Ougolnitsky, 2002, 2005, 2010, 2011; Ougolnitsky and Usov, 2010-2014). In contrast to the classical approach of G. Becker and S. Rose-Ackerman (which states that the efficiency of anti-corruption struggle is defined via comparing losses due to corruption and the costs of such measures), the above concept applies certain requirements of sustainable development of a modeled system with proper consideration of economic restrictions. Finally, the empirical base and identification of mathematical models is examined.

Book excerpt: We develop a framework of group corruption via back-door negotiations between an outside initiator and an authority of decision-makers in a hierarchical organization. We examine the role played by the architecture of a multi-tier authority and determine under such a structure how bargaining proceeds, in what order, and when it breaks down. We verify that equilibrium bargaining sequence proceeds as a chain through decision-making agents, regardless of the hierarchy of the organization. We prove the existence of a compromised equilibrium, where the decision of the authority is compromised, and establish sufficient conditions under which the most natural bottom-up bargaining configuration arises in equilibrium where a proposer negotiates with an immediately higher ranked respondent, starting with the initiator bargaining with the lowest ranked decision-maker in the organization. We then show the circumstances under which a top-down or a non-monotonic equilibrium configuration may emerge, and those under which the deal may break down. This enables us to capture a rich array of group corruptive configurations as observed. We conclude by investigating the extension to multi-tier authorities with multiple agents of the same rank in each tier, such as in a tree hierarchy.

The model allows for internal corruption, a form of collusion eliminating accountability (monitoring) in the hierarchy. It is shown that the number of subordinates in a corruption-minimizing hierarchy is constrained by the prospect of internal corruption and/or monitoring costs. This constraint may generate structurally independent segments. When its members are provided with the same incentive system, the middle rank of a supervision chain displays the lowest external corruption, but there is more scope for internal corruption in the upper part than in the lower part.
