Book excerpt: This article revisits the issue of crop-yield distributions using improved model specifications, estimation, and testing procedures that address the concerns raised in recent literature, which could have invalidated previous findings of yield nonnormality. It concludes that some aggregate and farm-level yield distributions are nonnormal, kurtotic, and right or left skewed, depending on the circumstances. The advantages of utilizing nonnormal versus normal probability distribution function models, and the consequences of incorrectly assuming crop-yield normality are explored.

However, there still exists much debate about how to represent the underlying crop yield distributions. Using farm-level corn and soybean yields from 1972-2008, this study examines in-sample goodness-of-fit measures of both the whole distribution and the insurance tail to compare a set of flexible parametric, semi-parametric, and non-parametric distributions in a meaningful economic context. Simulations are then conducted to investigate the out-of-sample efficiency properties of several competing distributions. The results indicate that more parameterized distributional forms fit the data better in-sample, but are generally less efficient out-of-sample - and in some cases more biased - than more parsimonious forms which also fit the data adequately, such as the Weibull. The results highlight the relative advantages of alternative distributions, in terms of the bias-efficiency tradeoff in both in- and out-of-sample frameworks.

Book excerpt: Probability distributions of crop yields are important for understanding technological change, the effects of weather on crop production, and production risk. It can be difficult to model these distributions because they are time-varying and do not follow a particular parametric form. To overcome some of the empirical challenges inherent in yield modeling, we implement a Bayesian spatial quantile regression model for the conditional distribution of yields. The statistical model is semiparametric, borrows information across space and quantile level, and models the complete quantile process. We use the model in two empirical applications where flexible modeling of the yield distribution is essential. First, we evaluate the effects of weather across quantiles and conduct a Bayesian test of the difference in the rate of technological change at opposite ends of the yield distribution. We then derive crop insurance premium rates and compare the predictive performance of the Bayesian spatial quantile regression to other existing approaches for modeling time-varying yield distributions.

Book excerpt: The National Agricultural Statistics Service (NASS) is the primary statistical data collection agency within the U.S. Department of Agriculture (USDA). NASS conducts hundreds of surveys each year and prepares reports covering virtually every aspect of U.S. agriculture. Among the small-area estimates produced by NASS are county-level estimates for crops (planted acres, harvested acres, production, and yield by commodity) and for cash rental rates for irrigated cropland, nonirrigated cropland, and permanent pastureland. Key users of these county-level estimates include USDA's Farm Services Agency (FSA) and Risk Management Agency (RMA), which use the estimates as part of their processes for distributing farm subsidies and providing farm insurance, respectively. Improving Crop Estimates by Integrating Multiple Data Sources assesses county-level crop and cash rents estimates, and offers recommendations on methods for integrating data sources to provide more precise county-level estimates of acreage and yield for major crops and of cash rents by land use. This report considers technical issues involved in using the available data sources, such as methods for integrating the data, the assumptions underpinning the use of each source, the robustness of the resulting estimates, and the properties of desirable estimates of uncertainty.

Book excerpt: This paper proposes a density ratio estimator of crop yield distributions, wherein the number of observations for individual distributions is often quite small. The density ratio approach models individual densities as distortions from a common baseline density. We introduce a probability integral transformation to the density ratio method that simplifies the modeling of distortion functions. We further present an implementation approach based on the Poisson regression, which facilitates model estimation and diagnostics. Monte Carlo simulations demonstrate good finite sample performance of the proposed method. We apply this method to estimate the corn yield distributions of ninety-nine Iowa counties, and to calculate crop insurance premiums. Lastly, we illustrate that we can employ the proposed method to effectively identify profitable insurance policies.

Most studies have used county data, understating both systematic and random variation. Comparison of systematic versus random intra-county variation is lacking. Few studies compare the various distributional forms that have been proposed. This study utilizes the extensive potential of government farm-level crop insurance data. Results show that systematic intra-county variation is surprisingly strong. A newly applied reverse lognormal distribution is preferred when county-wide variation is removed, but the normal distribution fits surprisingly well in the crop insurance relevant percentiles when county-wide variation is not removed.

Book excerpt: ​​This book provides standards and guidelines for quantifying greenhouse gas emissions and removals in smallholder agricultural systems and comparing options for climate change mitigation based on emission reductions and livelihood trade-offs. Globally, agriculture is directly responsible for about 11% of annual greenhouse gas (GHG) emissions and induces an additional 17% through land use change, mostly in developing countries. Farms in the developing countries of sub-Saharan Africa and Asia are predominately managed by smallholders, with 80% of land holdings smaller than ten hectares. However, little to no information exists on greenhouse gas emissions and mitigation potentials in smallholder agriculture. Greenhouse gas measurements in agriculture are expensive, time consuming, and error prone, challenges only exacerbated by the heterogeneity of smallholder systems and landscapes. Concerns over methodological rigor, measurement costs, and the diversity of approaches, coupled with the demand for robust information suggest it is germane for the scientific community to establish standards of measurements for quantifying GHG emissions from smallholder agriculture. Standard guidelines for use by scientists, development organizations will help generate reliable data on emissions baselines and allow rigorous comparisons of mitigation options. The guidelines described in this book, developed by the CGIAR Research Program on Climate Change, Agriculture, and Food Security (CCAFS) and partners, are intended to inform anyone conducting field measurements of agricultural greenhouse gas sources and sinks, especially to develop IPCC Tier 2 emission factors or to compare mitigation options in smallholder systems.
