Book excerpt: This report documents the laboratory model investigation of the lock filling and emptying system for lock addition planned for the Marmet Navigation Project. This project is located on the Kanawha River in the U.S. Army Engineer District, Huntington. The filling and emptying system consists of an innovative through-the-sill intake and in-chamber longitudinal culverts. This system is less expensive than the conventional side port filling and emptying system. The model results revealed that the flow conditions in the upper approach during filling operations could be improved by lowering the upstream maintenance sill and streamlining the approach to the intakes. The original design filling and emptying system was found to perform satisfactorily for the design lift of 7.315 m (24 ft) and a 4-min valve operation. No excessive surface turbulence occurred in the chamber, and the maximum hawser forces experienced by a three- by four-barge arrangement moored inside the chamber were considered acceptable. No changes were made to the discharge outlet design.

Available in PDF, EPUB and Kindle. Book excerpt: The Winfield lockage facilities currently consist of two 360-ft x 56-ft chambers with a normal lift of 28 ft. With the increasing traffic on the Kanawha River, these facilities are no longer adequate to serve the towing industry using this portion of the inland waterway system. Excessive delays now occur at Winfield and if the predicted traffic growth materializes during the next 10 or 15 years without action being taken by the Corps to address the problem, transfers of traffic movements to other more costly modes of transportation will result. Accordingly, studies were conducted to determine the capacity of the existing lockage facilities and to evaluate possible solutions for increasing this capacity through the use of alternative operating policies and rules that have been considered to be beneficial at other lock sites. Using the two simulation models, TOWGEN and WATSIM IV, the following four alternative operating policies were simulated to determine their respective effects on the capacity of Winfield and the delays to be expected should such policies be possible:--(a). first In-First Out (FIFO) Unrestricted; (b). FIFO Unrestricted with a 10 percent reduction in lockage component times;(c) FIFO Ready-to-Serve; and (d) 3 Up-3 Down, Unrestricted. These operating policies are discussed in detail in the report. Input data for the models were collected through the Performance Monitoring System (PMS) of the Inland Navigation Systems Analysis (INSA) program.

A hydraulic model study was conducted to evaluate filling and emptying system design alternatives for the extension of lock No. 22 and lock No. 25. A 1:25 scale model was constructed to determine the range of lock performance for both locks. The filling system flow capacity was not significantly changed from the original non-extended lock design. The filling time for acceptable chamber performance with the 4.57-m (15-ft) lift was 23.1 min. This filling time was achieved with a 23-min valve. The focus of the study was to determine emptying performance for multiple options of emptying gates built in the extended portion of the lock chamber river wall. Several emptying system designs were studied. The type 2 and 3 design provided the best chamber performance during the emptying operation.

A 1:25-scale model was constructed to determine the range of lock performance for both locks. The proposed filling and emptying system for the locks is an In-Chamber Longitudinal Culvert Filling and Emptying System. The filling time for acceptable chamber performance with the 6.035-m (19.8-ft) lift was 8.3 min. This filling time was achieved with a 3.0-min valve. The emptying time for the same lift was 8.75 min, and it was achieved with a valve time between 1.0 and 2.0 min. Experiments were also performed to measure the surge created in the vicinity of the proposed down- stream lock approach during emptying operations. Results showed that the water-surface elevation in the lower approach increased by 0.37 ft and occurred approximately 1.5 to 3.0 min into the emptying cycle.

The model was used to evaluate the in-chamber longitudinal culvert filling-and- emptying system (ILCS). In the ILCS, lock filling and emptying culverts are placed inside the lock chamber rather than in the lock walls, resulting in significant savings in lock wall construction. The ILCS also features a through-the-sill intake and discharge outlet with a longitudinal in-chamber filling-and-emptying system. Various discharge systems for the ILCS were evaluated. Construction of the filling and emptying culverts on the lock floor between the lock walls was found to be a viable design.
