The present collection of essays aims to provide an overview of the problem both from the perspective of economic theory and operations research. A study of some basic ingredients of a public space theory and one on the main tools for spatial decision-making are offered. This is reflected in the content of the book, which is divided into two parts. The first part deals with the theory of local public goods and with public decision-making procedures in the spatial context. A survey of the current literature on local public goods is proposed and contributed papers follow which are devoted to particular aspects or to a critical discussion of the main approaches. Voting procedures in a spatial context are reviewed and extended. Then follows an application of planning theory to public goods in space. The second part is relative to the operational analysis of locational decisions in the public sector. The major models and methods are reviewed; their computational efficiency is reported on and some of their fundamental properties are discussed. Location-allocation models are analyzed and criticized from the welfare economics standpoint and some suggestions are made for future research. The book addresses a large audience, including economists, regional scientists, operations researchers and geographers interested in the theory of public space and spatial planning.

The focus of the IWA Specialist Group on Systems Analysis and Computing is essentially methodological. Its goal is to foster discussion of the interdisciplinary issues cutting across the many topics of interest within IWA. Consequently, the themes of the symposium did not reflect specific concerns with sewers, or wastewater treatment, or river basin management, or surface water quality, or groundwater contamination. Rather the symposium was organised along the lines of new models, decision support systems, uncertainty and risk analysis, integrated urban wastewater systems, operations and control, sensors and monitoring, optimal experimental design methodologies, model selection and calibration techniques, and time-series analysis. Evidently, the papers may each have case-specific aspects but they also highlight matters of methodology that are common to all, with a distinctly interdisciplinary character. There was an open call for papers, resulting in abstracts from 30 countries around the world. Papers for oral and poster presentation at the symposium were selected by the Programme Committee from full papers. They were reviewed again and 47 of them were finally included in these proceedings. Notably, 8 of the contributions were selected among the posters through a competition announced prior to the Symposium. The collection of papers in these proceedings are a comprehensive update that will prove invaluable for those working in the fields of environmental engineering, river basin management, aquatic ecology, process optimisation, data mining, planning and monitoring.

Book excerpt: Biomethanization of the Organic Fraction of Municipal Solid Wastes is a comprehensive introduction to both the fundamentals and the more practical aspects of the anaerobic digestion of organic solid wastes, particularly those derived from households, that is, the organic fraction of municipal solid wastes (OFMSW). It can be used as a textbook for specialized courses and also as a guide for practitioners. In the first part, the book covers the relevant aspects of anaerobic digestion (AD) of organic wastes. The fundamentals and kinetic aspects of AD are reviewed with particular emphasis on the aspects related to solid wastes. This introduction is necessary to have a comprehensive view of the AD process and to understand the practical principles as well as the origin of possible problems arising from the management of the process. Chapter 2 emphasizes the role of kinetics in designing the reactor, paying special attention to existing models, particularly the dynamic ones. Through this introduction, it is intended to facilitate the technology transfer from laboratory or pilot plant experiences to full-scale process, in order to implement improvements in current digesters. Laboratory methods are described for the analysis and optimization of reactor performance, such as methanogenic activity tests or experimental evaluation of the biodegradation kinetics of solid organic waste. The different reaction patterns applied to industrial reactors are outlined. Industrial reactors are classified in accordance with the system they use, pointing out advantages and limitations. Co-digestion, enabling the co-treatment of organic wastes of different origin in a more economically feasible way, is described in detail. Examples of co-digestion are given, with OFMSW as a base-substrate. Finally, full-scale co-digestion plants are discussed. Various types (mechanical, biological, physico-chemical) of pre-treatment to increase the biodegradability, and thus the yields of the process, are reviewed in detail. The use of the fermentation products of anaerobic digesters for biological nutrient removal processes in wastewater treatment plants is described. This constitutes an example of integrated waste management, a field in which both economic and technical advances can be achieved. Balances are given to justify the approach, and a full-scale case study is presented. The important topic of economics and the ecological advantages of the process are emphasized. The use of compost, the integration with composting technology, and advantages over other technologies are detailed in the framework of an environmental impact assessment of biowaste treatment. Finally, the anaerobic digestion of MSW in landfills is reviewed in detail, with emphasis on landfill process enhancement and strategies for its application.
