Highlighting the little-known National Congress of Neighborhood Women, she reveals the significant participation of working-class white ethnic women and women of color in New York City's feminist activism. Finally, Carroll traces the partnership between the AIDS Coalition to Unleash Power (ACT UP) and Women's Health Action Mobilization (WHAM!), showing how gay men and feminists collaborated to create a supportive community for those affected by the AIDS epidemic, to improve health care, and to oppose homophobia and misogyny during the culture wars of the 1980s and 1990s. They each have a population of under 2,000, have overwhelming Afro-American voting majorities, are poor and largely agricultural, have been affected by the civil rights movement of the '60s, and have elected a black mayor since 1973. The towns are prime examples of the character and process of minority electoral politics and mobilization in the rural South: A new class of black leaders is nurtured and installed in office in an environment where a newly and highly mobilized constituency takes advantage of its majority status in the electorate. This book combines good theory with lively interviews and rich case histories to highlight an essentially new variety of participatory democracy in American politics and government.

Book excerpt: The core of what we refer to as ‘the project of modernity’ is the idea that human beings have the power to bring the world under their control, and hence it is based on a ‘kinetic utopia’: the movement of the world as a whole reflects the implementation of our plans for it. But as soon as the kinetic utopia of modernity is exposed, its seemingly stable foundation cracks open and new problems appear: things don’t happen according to plan because as we actualize our plans, we set in motion other things that we didn’t want as unintended side-effects. We watch with mounting unease as the self-perpetuating side-effects of modern progress overshadow our plans, as a foreign movement breaks off from the very core of the modern project supposedly guided by reason and slips away from us, spinning out of control. What looked like a steady march towards freedom turns out to be a slide into an uncontrollable and catastrophic syndrome of perpetual mobilization. And precisely because so much comes about through our actions, these developments turn out to have explosive consequences for our self-understanding, as we begin to realize that, so far from bringing the world under our control, we are instead the agents of our own destruction. In this brilliant and insightful book Sloterdijk lays out the elements of a new critical theory of modernity understood as a critique of political kinetics, shifting the focus of critical theory from production to mobilization and shedding new light on a world facing the growing risk of humanly induced catastrophe.

Book excerpt: Immediately after its founding by Hồ Chí Minh in September 1945, the Democratic Republic of Vietnam (DRV) faced challenges from rival Vietnamese political organizations and from a France determined to rebuild her empire after the humiliations of WWII. Hồ, with strategic genius, courageous maneuver, and good fortune, was able to delay full-scale war with France for sixteen months in the northern half of the country. This was enough time for his Communist Party, under the cover of its Vietminh front organization, to neutralize domestic rivals and install the rough framework of an independent state. That fledgling state became a weapon of war when the DRV and France finally came to blows in Hanoi during December of 1946, marking the official beginning of the First Indochina War. With few economic resources at their disposal, Hồ and his comrades needed to mobilize an enormous and free contribution in manpower and rice from DRV-controlled regions. Extracting that contribution during the war’s early days was primarily a matter of patriotic exhortation. By the early 1950s, however, the infusion of weapons from the United States, the Soviet Union, and China had turned the Indochina conflict into a “total war.” Hunger, exhaustion, and violence, along with the conflict’s growing political complexity, challenged the DRV leaders’ mobilization efforts, forcing patriotic appeals to be supplemented with coercion and terror. This trend reached its revolutionary climax in late 1952 when Hồ, under strong pressure from Stalin and Mao, agreed to carry out radical land reform in DRV-controlled areas of northern Vietnam. The regime’s 1954 victory over the French at Điện Biên Phủ, the return of peace, and the division of the country into North and South did not slow this process of socialist transformation. Over the next six years (1954–1960), the DRV’s Communist leaders raced through land reform and agricultural collectivization with a relentless sense of urgency. Mass Mobilization in the Democratic Republic of Vietnam, 1945–1960 explores the way the exigencies of war, the dreams of Marxist-Leninist ideology, and the pressures of the Cold War environment combined with pride and patriotism to drive totalitarian state formation in northern Vietnam.
