The authors of this book examine these questions through the lens of two contextual factors: the legacy of centralized planned economies and the mounting demographic pressures associated with rapid aging in some countries and soaring numbers of youth entering the workforce in others. The authors find the following: Market reforms pay off, albeit with a lag, in terms of jobs and productivity. A small fraction of superstar high-growth firms accounts for most of the new jobs created in the region. Skills gaps hinder employment prospects, especially of youth and older workers, because of the inadequate response by the education and training systems to changes in the demand for skills. Employment is hindered by high implicit taxes on formal work and barriers that affect especially women, minorities, youth, and older workers. Low internal labor mobility prevents labor relocation to places with greater job creation potential. Back to Work: Growing with Jobs in Europe and Central Asia asserts that to get more people back to work and to grow with jobs, countries, especially late reformers, need to regain the momentum for economic and institutional reforms that existed before the economic crisis. They should lay the fundamentals to create jobs for all workers, by pushing reforms to create the enabling environment for existing firms to grow, become more productive, or exit the market and let new firms emerge and succeed (or fail fast and cheap). They should also implement policies to support workers so that those workers are prepared to take on the new jobs being created, by having the right skills and incentives, unhindered access to work, and being ready to relocate.

Althoughscholars and policymakers have thus far paid scant attention to the role of transportation inhigher education, this Article establishes why that oversight undermines educational equity.Grounding its arguments in both interdisciplinary literature and rich original data froma multi-year mixed-methods research study, this Article demonstrates how transportation lawand infrastructure affect college completion, disproportionately hindering completion forstudents of color. It further argues that higher education law and policy exacerbate, ratherthan alleviate, systemic transportation barriers for students, reinforcing education inequities.This Article adds important dimensions to scholarship on both transportation andhigher education. By focusing on the interaction between two structural systems, it offers aunique lens through which scholars can understand the complex landscape of higher educationlaw. Finally, this Article offers education policymakers a range of policy and programmaticchanges affecting transportation that can advance higher education equity.

RFID (Radio Frequency Identification) is ubiquitous but often invisible, a mobile technology used by more people more often than any flashy smartphone app. RFID systems use radio waves to communicate identifying information, transmitting data from a tag that carries data to a reader that accesses the data. RFID tags can be found in credit cards, passports, key fobs, car windshields, subway passes, consumer electronics, tunnel walls, and even human and animal bodies—identifying tens of billions of objects as they move through the world. In this book, Jordan Frith looks at RFID technology and its social impact, bringing into focus a technology that was designed not to be noticed. RFID, with its ability to collect unique information about almost any material object, has been hyped as the most important identification technology since the bar code, the linchpin of the Internet of Things—and also seen (by some evangelical Christians) as a harbinger of the end times. Frith views RFID as an infrastructure of identification that simultaneously functions as an infrastructure of communication. He uses RFID to examine such larger issues as big data, privacy, and surveillance, giving specificity to debates about societal trends. Frith describes how RFID can monitor hand washing in hospitals, change supply chain logistics, communicate wine vintages, and identify rescued pets. He offers an accessible explanation of the technology, looks at privacy concerns, and pushes back against alarmist accounts that exaggerate RFID's capabilities. The increasingly granular practices of identification enabled by RFID and other identification technologies, Frith argues, have become essential to the working of contemporary networks, reshaping the ways we use information.
