As more people from non-profit scientific and educational institutions and members of the media join the NTIS' audience, NTIS' rate structure strays further from the ideal delineated by the Freedom of Information Act. The result is that a service designed to make information available to more people has changed into one that makes information more expensive, and thus, for some, more difficult to obtain." (p. 24).
