The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Why buy a book you can download for free? We print this book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. As exotic new proposals are put forward for space-based directed-energy systems, questions about the effectiveness and wisdom of missile defense have again become central to the national debate on defense policy. This study, jointly sponsored by the Brookings Institution and the Massachusetts Institute of Technology, examines the strategic, technological, and political issues raised by ballistic missile defense. It directed the Task Force to consider both technology issues and architectural constructs to accomplish 'Early Intercept' (defined in the TOR as that interval in a ballistic missile's flight between thrust termination and final deployment of warhead(s) and/or countermeasures). In February 2010, the Department of Defense issued a key document that comprehensively outlined the objective of the Nation's ballistic missile defense program (Ballistic Missile Defense Review Report, February 2010). This document clearly spelled out the top priority role of regional ballistic missile defense wherein the U.S. committed itself to defend not only our military assets overseas, but also to provide missile defense assistance to our 'allies and partners.' The U.S. has many allies and partners worldwide, so there is a wide range in the difficulty of achieving defensive coverage of their territories. The collection of allies in Europe represents the largest land mass to cover, and the Task Force devoted much of its analytics to this European theater. However, in examining the issues related to EI in the context of the Phased Adaptive Approach (PAA) in Europe (EPAA), the Task Force additionally considered a different kind of 'EI' from that spelled out in the TOR, namely the issues related to using regional forward-based defenses to get an 'early' shot at intercontinental ballistic missiles (ICBMs) heading to the U.S. Chapter 1 of this report analyzes the benefits and shortfalls of the EI proposition. As a result of the analyses presented in Chapter 1, certain key attributes of effective Regional Defense became evident, as did some key enablers required to achieve an effective defense. Chapters 2 and 3 review those key attributes and technological enablers, respectively. Overall, we conclude that EI per se is not a particularly useful goal or protocol for design of a regional BMD system. There is often confusion as to what EI means; moreover, it is not fundamental as an attribute of effective ballistic missile defense.

Book excerpt: Boost phase interception of ballistic missiles is envisioned as the primary response of the layered defense architecture implemented in the ballistic missile defense system. A limited time frame in which to take action and the necessity to implement hit-to-kill technology in the kill vehicle counterbalances the many advantages of boost phase interception. Direct hit missile technology is constrained by the requirement to minimize miss distance to a negligible amount between the kill vehicle and optimum aim point on the target. This thesis examines kill vehicle effectiveness, which is tantamount to miss distance, as a function of both the kill vehicle maximum acceleration capability and the guidance system time constant necessary to destroy a target. The kill vehicle guidance system is modeled in MATLAB as a fifth-order binomial series with proportional navigation. The simulation examines the effect of an accelerating target attributed to powered flight and aim point displacement caused by a shift in tracking point from the target plume to the payload when resolution occurs. The kill vehicle minimum requirements as indicated by the simulation include a lateral acceleration capability of four times the target acceleration and a guidance system time constant that is less than one-tenth the estimated flight time. Directed-energy or 'beam' weapons comprise chemical lasers, excimer and free electron lasers, nuclear bomb-powered x-ray lasers, neutral and charged particle beams, kinetic energy weapons, and microwave weapons. In addition to describing these devices, this Background Paper assesses he prospects for fashioning from such weapons robust and reliable wartime defense system resistant to Soviet countermeasures. The assessment distinguishes the prospects for perfect or ear-perfect protection of U.S. cities and population from the prospects that technology will achieve a modest, less-than-perfect level of performance that will nonetheless be seen by some experts as having strategic value. Though the focus is technical, the Paper also discusses, but oes not assess in detail, the strategic and arms control implications of a major U.S. move to develop and deploy ballistic missile defense (BMD).

To provide a context for this analysis of present and proposed U.S. boost-phase and non-boost missile defense concepts and systems, the committee considered the following to be the missions for ballistic missile defense (BMD): protecting of the U.S. homeland against nuclear weapons and other weapons of mass destruction (WMD); or conventional ballistic missile attacks; protection of U.S. forces, including military bases, logistics, command and control facilities, and deployed forces, including military bases, logistics, and command and control facilities. They also considered deployed forces themselves in theaters of operation against ballistic missile attacks armed with WMD or conventional munitions, and protection of U.S. allies, partners, and host nations against ballistic-missile-delivered WMD and conventional weapons. Consistent with U.S. policy and the congressional tasking, the committee conducted its analysis on the basis that it is not a mission of U.S. BMD systems to defend against large-scale deliberate nuclear attacks by Russia or China. Making Sense of Ballistic Missile Defense: An Assessment of Concepts and Systems for U.S. Boost-Phase Missile Defense in Comparison to Other Alternatives suggests that great care should be taken by the U.S. in ensuring that negotiations on space agreements not adversely impact missile defense effectiveness. This report also explains in further detail the findings of the committee, makes recommendations, and sets guidelines for the future of ballistic missile defense research.

The development and deployment of missile defenses has not only been elusive, but has proven to be one of the most divisive issues of the past generation. The Bush Administration substantially altered the debate over missile defenses. The Administration requested significant funding increases for missile defense programs, eliminated the distinction between national and theater missile defense, restructured the missile defense program to focus more directly on developing deployment options for a "layered" capability to intercept missiles aimed at U.S. territory across the whole spectrum of their flight path, adopted a new, untried development and acquisition strategy, announced U.S. withdrawal from the 1972 Anti-ballistic Missile Treaty, and is deploying an initial national missile defense capability. Critics, however, take issue with assertions that the threat is increasing, citing evidence that the number of nations seeking or possessing nuclear weapons has actually declined over the past twenty years. Moreover, they argue that the technology for effective missile defense remains immature, that deployment is provocative to allies, friends, and adversaries, and it is a budget-buster that reduces the availability of funds to modernize and operate U.S. conventional military forces. They argue especially that some major powers view U.S. missile defense as an attempt at strategic domination and that other, such as China, will expand their missile capabilities in response.
