Book excerpt: Over the last decade, considerable emphasis has been placed on tighter control over the quality and fidelity of test targets being used by Major Defense Acquisition Programs (MDAPs). To this end, the Target Verification, Validation and Accreditation (VV & A) process was developed. The VV & A process was designed to ensure that any target under development could trace its physical and signature characteristics and kinematic behavior to detailed, intelligence community-blessed threat specifications. As a target was developed, specification tracking focused on how well the target matched the threat definitions. This often affected the program's ability to conduct an effective test program, especially when the very real constraints of safety, range and treaty limitations were taken into consideration as a program approached its actual test period. The Ballistic Missile Defense Organization (BMDO), as an organization charged with orchestrating various service-executed MDAPs, followed this strict measure of adherence to threat representation in its management of the test targets program.

The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. The Surface Force Type Commander employs two information management system models in the form of Training and Operational Readiness Information Service (TORIS) and Training Figure of Merit (TFOM) to report progress, capture data, compare trends, and achieve training and certification process efficiency. These systems have advantages that can be recognized and capitalized upon by other elements within the Ballistic Missile Defense community. This thesis examines how two Ballistic Missile Defense elements Naval Aegis units and Army Patriot units leverage technology to capture data as part of the certification timeline and the degree of alignment between the certification processes of the elements. It is recommended that an initiative be undertaken to record and retain data associated with certification events down to a granular (unit) level. It is further recommended that the Patriot community in particular consider an information technology solution for the issue of unit-level readiness management.

Book excerpt: The Ballistic Missile Defense Organization's (BMDO) Consolidated Targets Program (CTP) provides threat-representative targets and related items for test and evaluation (T & E) activities associated with Theater Missile Defense (TMD) National Missile Defense (NMD) and other Department of Defense (DoD) technology and demonstration programs. The CTP was instituted to centralize planning, management, acquisition, and operations for all BMDO target systems. Through it's primary executing agency, the U.S. Army Space and Strategic Defense Command (USASSDC), this consolidated approach facilitates improved management of target requirements, validation, verification and accreditation (VV & A) processes, and the acquisition and development of credible and cost-effective targets. Based on the test objectives, the user develops and provides target requirements to the CTP. The targets program executing agent, in coordination with the user, analyzes, refines, and costs the target requirements to ensure the user receives the most cost-effective targets which meet the test requirements. The targets program acquisition strategy emphasizes the use of off-the-shelf and excess government equipment in order to reduce development and focus on target systems which allow maximum test flexibility with minimal infrastructure support. Foreign Military Acquisition (FMA) assets are also integrated whenever available and appropriate.

However, current targets have strategic ballistic missile heritage and require fixed land-based facilities for launch operations. In addition, the target mission profile is further constrained by range safety requirements, limited ground data acquisition resources and treaty constraints. The result is a test scenario with a target launch from a known point with a predictable flight profile. The development of a complementary mobile air-launched target system that provides increased flexibility will enhance operational testing. The Target Launch System (TLS) concept includes Target Launch Vehicle (TLV), Carrier Aircraft (CA) and Ground Support (GS). TLS concept components were evaluated against program requirements for reliability, threat representation, treaty constraints, operational flexibility, and range restrictions. The selected NMD TLS uses an air-launched, three-stage TLV operating with existing facility and range assets. The selected concept complies with key NMD test requirements while accommodating range restrictions and treaty constraints. The mobility of he air-launched target will complement ground- based systems and fully stress the NMD system architecture. This is a notional target launch system that has not yet been endorsed by the NMD Joint Program Cffice (JPO).
