Yet despite the avalanche of data available in today's information age, neither institutions nor individuals get the information they truly need to make well-informed decisions. Who has more power: the government, in possession of uncounted terabytes of data (some of it obtained by cybersnooping), or the ordinary citizen, trying to get in touch with a government agency? In Missed Information, David Sarokin and Jay Schulkin explore information—not information technology, but information itself—as a central part of our lives and institutions. They show that providing better information and better access to it improves the quality of our decisions and makes for a more vibrant participatory society. Sarokin and Schulkin argue that freely flowing information helps systems run more efficiently and that incomplete information does just the opposite. It's easier to comparison shop for microwave ovens than for doctors or hospitals because of information gaps that hinder the entire health-care system. Better information about such social ills as child labor and pollution can help consumers support more sustainable products. The authors examine the opacity of corporate annual reports, the impenetrability of government secrets, and emerging techniques of “information foraging.” The information imbalance of power can be reconfigured, they argue, with greater and more meaningful transparency from government and corporations.

Born and raised in Vancouver, she began releasing music independently late in the first decade of the 2000s, releasing two albums, Geidi Primes and Halfaxa, in 2010 on Arbutus Records. She subsequently signed with 4AD and rose to fame with the release of her third studio album, Visions, in 2012. It produced the singles Genesis and Oblivion, and received the Juno Award for Electronic Album of the Year. Her fourth studio album, Art Angels (2015), was named the best album of the year by several publications. Her fifth studio album, Miss Anthropocene, was released on February 21, 2020. She creates the art for all of her albums.

Book excerpt: Getting the right diagnosis is a key aspect of health care - it provides an explanation of a patient's health problem and informs subsequent health care decisions. The diagnostic process is a complex, collaborative activity that involves clinical reasoning and information gathering to determine a patient's health problem. According to Improving Diagnosis in Health Care, diagnostic errors-inaccurate or delayed diagnoses-persist throughout all settings of care and continue to harm an unacceptable number of patients. It is likely that most people will experience at least one diagnostic error in their lifetime, sometimes with devastating consequences. Diagnostic errors may cause harm to patients by preventing or delaying appropriate treatment, providing unnecessary or harmful treatment, or resulting in psychological or financial repercussions. The committee concluded that improving the diagnostic process is not only possible, but also represents a moral, professional, and public health imperative. Improving Diagnosis in Health Care, a continuation of the landmark Institute of Medicine reports To Err Is Human (2000) and Crossing the Quality Chasm (2001), finds that diagnosis-and, in particular, the occurrence of diagnostic errorsâ€"has been largely unappreciated in efforts to improve the quality and safety of health care. Without a dedicated focus on improving diagnosis, diagnostic errors will likely worsen as the delivery of health care and the diagnostic process continue to increase in complexity. Just as the diagnostic process is a collaborative activity, improving diagnosis will require collaboration and a widespread commitment to change among health care professionals, health care organizations, patients and their families, researchers, and policy makers. The recommendations of Improving Diagnosis in Health Care contribute to the growing momentum for change in this crucial area of health care quality and safety.

Improved accountability and responsiveness are critical for reaching the goals of eliminating extreme poverty and promoting shared prosperity with a focus on improving the well-being of the most vulnerable and marginalized groups in society. Within the broader political economy context, many questions remain unanswered about the role that new technologies can play to act as an accelerator for closing the accountability gap. Within this context, this report brings together new evidence from leading academics and practitioners on the effects of technology-enabled citizen engagement. The report aims to address the following four main questions: how do new technologies empower communities through participation, transparency, and accountability?; are technologies an accelerator for closing the accountability gap - the space between supply (governments, service providers) and demand (citizens, communities,civil society organizations) that must be bridged for open and collaborative governance?; under what conditions does this occur?; and what are the experiences and lessons learned from existing grassroots innovators and donor-supported citizen engagement and crowdsourcing programs, and how can these programs be replicated or scaled up?. The report presents a theoretical framework about the linkages between new technologies, participation, empowerment, and the improvement of poor people's human well-being based on Amartya Sen's capability approach. The book provides rich case studies about the different factors that influence whether or not information and communication technology (ICT)-enabled citizen engagement programs can improve the delivery and quality of public services to poor communities. The security once implied by a full-time job with a stable employer is becoming rarer, thereby erasing one of the major distinctions between "freelance work" and a "steady gig." Why hang on to a regular job for the sake of security if security can no longer be assumed? Instead, contractors, hired temporarily for specific knowledge and skills, market their expertise as they move from project to project. Even though their employment is precarious, a great many consider freelancing preferable to holding a "regular" job: the control they feel over their time and careers is well worth the risks that come with relatively uncertain cash flow. Freelancing Expertise is a qualitative study of decision making, work practices, and occupational processes among writers and editors who work in print and Web communications and programmers and engineers who work in software and systems development. Debra Osnowitz conducted sixty-eight extended interviews with representatives of both groups and twelve interviews with managers and recruiters, observed four different work settings in which contractors work alongside employees, and monitored blogs and online discussions among contractors. As a result, she provides a unique and sensitive assessment of a cultural shift in occupations and organizations. Osnowitz calls for a reconfiguration of the employer/employee relationship that accepts more variation and flexibility: just as "freelancing" has, over time, taken on many traits considered characteristic of traditional career paths, so might regular jobs make themselves more appealing to today's workforce by mimicking some of the positive aspects of transactions between clients and contract workers.

In the early years of SGML we struggled to define a language that would bring the information to its rightful place. We succeeded. Then we had to explain these idea to technical adoptors. Again, I think we have succeeded. We have learned much about SGML in the process of implementing it. These experiences must now also be shared, along with comprehensible information on the lan guage itself. The word must move out of the lab and the computer center and reach the business people, the users, the movers and shakers. The next generation will do things with SGML that we can't even imagine yet- it is that versatile.
