On Sunday, March 20, 1911, children playing in a cave near Kiev made a gruesome discovery: the blood-soaked body of a partially clad boy. After right-wing groups asserted that the killing was a ritual murder, the police, with no direct evidence, arrested Menachem Mendel Beilis, a thirty-nine-year-old Jewish manager at a factory near the site of the crime. Beilis’s trial in 1913 quickly became an international cause célèbre. The jury ultimately acquitted Beilis but held that the crime had the hallmarks of a ritual murder. Robert Weinberg’s account of the Beilis Affair explores the reasons why the tsarist government framed Beilis, shedding light on the excesses of antisemitism in late Imperial Russia. It is a gripping narrative culled from trial transcripts, newspaper articles, Beilis’s memoirs, and archival sources, many appearing in English for the first time.

Book excerpt: Russia, one of the most ethno-culturally diverse countries in the world, provides a rich case study on how globalisation and associated international trends are disrupting, and causing the radical rethinking of approaches to, inter-ethnic cohesion. The book highlights the importance of television broadcasting in shaping national discourse and the place of ethno-cultural diversity within it. It argues that television’s role here has been reinforced, rather than diminished, by the rise of new media technologies. Through an analysis of a wide range of news and other television programmes, the book shows how the covert meanings of discourse on a particular issue can diverge from the overt significance attributed to it, just as the impact of that discourse may not conform with the original aims of the broadcasters. The book discusses the tension between the imperative to maintain security through centralised government and overall national cohesion that Russia shares with other European states, and the need to remain sensitive to, and to accommodate, the needs and perspectives of ethnic minorities and labour migrants. It compares the increasingly isolationist popular ethnonationalism in Russia, which harks back to "old-fashioned" values, with the similar rise of the Tea Party in the United States and the UK Independence Party in Britain. Throughout, this extremely rich, well-argued book complicates and challenges received wisdom on Russia’s recent descent into authoritarianism. It points to a regime struggling to negotiate the dilemmas it faces, given its Soviet legacy of ethnic particularism, weak civil society, large native Muslim population and overbearing, yet far from entirely effective, state control of the media.

Less known is "SD," and hardly anyone recognizes the combination "Sipo and SD." Although Sipo and SD formed the heart of the National Socialist police state, the phrase carries none of the ominous impact that it should. Although no single organization carries full responsibility for the evils of the Third Reich, the SS-police system was the executor of terrorism and "population policy" in the same way the military carried out the Reich's imperialistic aggression. Within the police state, even the concentration camps could not rival the impact of Sipo and SD. It was the source not only of the "desk murderers" who administered terror and genocide by assigning victims to the camps, but also of the police executives for identification and arrest, and of the command and staff for a major instrument of execution, the Einsatzgruppen.
