Book excerpt: Excerpt from Miscellaneous Papers Connected With Physical Science It is well known that when a ray of light is incident upon certain crystals, such as Iceland spar and quartz, it is in general divided into two pencils, of which one is refracted according to the known law of the sines, while the direction of the other is determined by a new and extraordinary law, first assigned by Huygens. These laws were long supposed to apply to all doubly-refracting substances; and it was not until the subject was examined by the ablest advocate of the undulatory theory, that the problem of double refraction was solved in all its generality. Setting out from the hypothesis, that the elasticity of the vibrating medium within the crystal is unequal in three rectangular directions, Fresnel has shown that the surface of the wave is not, in general, either a sphere or spheroid, as in the Huygenian law, but a surface of the fourth order, consisting of two sheets; and that the directions of the two refracted rays are determined by tangent planes drawn to these surfaces under known conditions. Heinrich Hertz, as the con summate experimentalist of 19th century technique and as brilliant clarifying critic of physical theory of his time, achieved one of the fulfilments but at the same time opened one of the transition points of classical physics. Thus, in his 'popular' lecture 'On the Relations Between Light and Electricity' at Heidelberg in the Fall of 1889, Hertz identified the ether as henceforth the most fundamental problem of physics, as the conceptual mystery but also the key to understanding mass, electric ity, and gravity. Of Hertz's demonstration of electric waves, Helmholtz told the Physical Society of Berlin: "Gentlemen! I have to communicate to you today the most important physical discovery of the century. " Hertz, philosophizing in his direct, lucid, pithy style, once wrote "We have to imagine". Perhaps this is metaphysics on the horizon? In the early pages of his Principles of Mechanics, we read A doubt which makes an impression on our mind cannot be removed by calling it metaphysical: every thoughtful mind as such has needs which scientific men are accustomed to denote as metaphysical. (PM23) And at another place, concerning the terms 'force' and 'electricity' and the alleged mystery of their natures, Hertz wrote: We have an obscure feeling of this and want to have things cleared up.

However, they have faced historical challenges: various episodes across history appear to demonstrate that even strongly supported scientific theories can be overturned and left behind. In response, realists have developed new positions and arguments. As a result of specific challenges from the history of science, and realist responses, we find ourselves with an ever-increasing dataset bearing on the (possible) relationship between science and truth. The present volume introduces new historical cases impacting the debate and advances the discussion of cases that have only very recently been introduced. At the same time, shifts in philosophical positions affect the very kind of case study that is relevant. Thus, the historical work must proceed hand in hand with philosophical analysis of the different positions and arguments in play. It is with this in mind that the volume is divided into two sections, entitled "Historical Cases for the Debate" and "Contemporary Scientific Realism." All sides agree that historical cases are informative with regard to how, or whether, science connects with truth. Defying proclamations as early as the 1980s announcing the death knell of the scientific realism debate, here is that rare thing: a philosophical debate making steady and definite progress. Moreover, the progress it is making concerns one of humanity's most profound and important questions: the relationship between science and truth, or, put more boldly, the epistemic relation between humankind and the reality in which we find ourselves.
