Book excerpt: The Cold War produced a matrix of Canadian/US extra-governmental military and economic relationships which significantly shaped Canadian political decision-making as it related to the defence of the continent under the auspices of the North American Air/Aerospace Defence Agreement (NORAD). In the post-cold War era, these relationships continue to effectively support a traditional security agenda for the Canadian government. The rewritten NORAD Agreement, signed in March 1996, is the vehicle for Canadian participation in US missile defence programs worldwide. Paying particular attention to the decisions to adopt a nuclear weapons role for Canada's continental air defence forces, to test the US air-lunched cruise missile in the Canadian North, and to become increasingly involved in active missile and space-based defence programs, the author examines: · the Cold War construction of Canadian/US military and economic relationships · the effects of these relationships on political decision-making · the public discourse as a site of alternative understandings of Canada's role in the Cold War. Harley McGee draws on his experience with the government at senior regional and departmental levels, and on primary and secondary sources, to examine the evolution of federal regional development policies and the structures developed between 1970 and 1991 to implement them. He dispels some of the myths and challenges some of the perceptions about the manner in which regional development has been tackled by governments in Canada. He explores the federal-provincial dimensions of regional development, as well as the difficulty of reconciling the perceived dichotomy between national and regional policies. McGee argues that the 1982 move away from the DREE model of regional development was a mistake, and suggests that the predilection of governments for reorganising existing instruments of regional development policy and creating new ones has been detrimental to regional economies. Book excerpt: She examines the decision-making processes at Monsanto that led to their making the drug available and discusses corporate, academic, and regulatory decision-making in the context of a restructured global political economy for agriculture. Mills shows that there was consensus about the scientific evidence but interpretation of that evidence differed depending on the context from which it was viewed. Scientists who analysed it for regulatory bodies interpreted it differently than scientists in corporate or academic institutions, and scientists in Canada and Europe interpreted it differently than those in the United States. In the United States it was assumed that any problems arising from its use could be taken care of within the existing dairy system; in Canada and Europe these problems were regarded as legitimate animal welfare issues. While all regulatory bodies agreed that human health problems were unlikely, in Canada the Health Protection Branch questioned this, but ultimately rejected the drug on animal health grounds.
