Download or read book Minding the Public Purse written by Janice MacKinnon and published by McGill-Queen's Press - MQUP. This book was released on 2003 with total page 342 pages. Available in PDF, EPUB and Kindle. Book excerpt: Janice MacKinnon became minister of Finance for the province of Saskatchewan in 1993, under NDP Premier Roy Romanow, just as the province became the first casualty of the debt and deficit crises that dominated both provincial and federal politics throughout the decade. Minding the Public Purse is a unique mixture of political memoir and policy analysis. An insider's account of how Saskatchewan avoided fiscal catastrophe, it reveals the dynamics of the federal-provincial finance ministers' meetings that saw the rise of Paul Martin and his radical transformation of Canada's finances. MacKinnon, Canada's first female finance minister, provides keen observations on how personalities and shared regional perspectives cut across party affiliations in the evolution of federal-provincial deliberations on managing the debt crisis. Although initially opposed to the radical cuts and downloading unilaterally imposed by the federal minister of Finance in his 1995 budget, she now argues that they were essential and analyses how they have irrevocably transformed the Canadian federation. MacKinnon provides a timely analysis of the implications of the fiscal crisis for the future of medicare and Canada's other social programs and shows why politicians must involve the Canadian public in an open and frank debate about the challenges and choices facing the nation.

Download or read book Keeping the Peace Volume II written by Laurie Pointing and published by Boolarong Press. This book was released on 2014-11-20 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: Keeping the Peace Volume II, like its predecessor, is bound to become an important resource for social historians, legal academics and indeed anyone interested in the evolution of police administration and law enforcement in Queensland. It contains another wonderful collection of intensely personal stories, providing rare insights into the sacrifices made by successive generations of Queensland police officers — men and women who served the public with dedication, courage and a strong sense of duty. In the year of the sesquicentenary of the Queensland Police Service, which was inaugurated on 1st January, 1864, the book serves as a timely reminder of the contribution that police officers make to the peace of mind and welfare of ordinary citizens. Author Laurie Pointing himself a former Assistant Commissioner of Police, should be commended for bringing together the stories in both volumes of Keeping the Peace. In this second collection, Mr. Pointing has also included a highly informative prologue, bringing together little known facts about famous Queenslanders such as Sister Elizabeth Kenny and her two police officer brothers, the 1889 battle of Lawn Hill Station and the famous Warwick egg-throwing incident which resulted in the formation of the Commonwealth Police, now known as the AFP.

Available in PDF, EPUB and Kindle. Book excerpt: Now in its second edition, this manual prepares students for careers in public policy development by exploring both the factors involved in recognizing and resolving public problems and the dynamics that affect the development process. Siu presents six principles for developing good policy and outlines the various approaches used to determine issues, conduct research, formulate policy options and recommendations, and derive intelligent decisions. Developing Public Policy connects the abstract idea of policy with the practical reality of creating it, providing the reader with the necessary knowledge, tools, and skills to navigate the complexities of policy development in Canada. Thoroughly updated, this second edition details newly developed policy topics and areas, including a new chapter on post-policy considerations and more than double the amount of exercises to practice policy writing and consultations. Featuring questions for critical thought and real-life case examples grounded in the author’s experience as a civil servant, Developing Public Policy is an essential guide for students of public policy, public administration, political science, health policy, and human rights and equity.

Download or read book House of Commons European Scrutiny Committee Reforming the European Scrutiny Process in the House of Commons Volume I HC 109 I written by Great Britain: Parliament: House of Commons: European Scrutiny Committee and published by The Stationery Office. This book was released on 2013-11-28 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: The depth and pace of EU integration has demonstrated the need for effective democratic parliamentary scrutiny and accountability of Government at Westminster. This is the first major inquiry into the European scrutiny system in the House of Commons for eight years. There is more that the Committee could do to look at the impact of new proposals. There should be a new requirement to appoint ’Reporters' to take the lead within Committees on EU issues, as well as a more coordinated approach to the Commission Work Programme. Whilst the system need not be scrapped as some have said, it must be enhanced. Many problems arise from the fact that new Members are appointed for each document. The Committee argues forcefully for a return to the permanent membership system, new powers and a change of name to reflect the Committees' core purpose: EU Document Debate Committees. The Committee also examined how EU business is taken on the floor of the House, and the procedures which apply to it. They set out a series of recommendations about the way debates are scheduled and conducted and put the case for a new session of ’EU Questions'. They also review working practices and the visibility of the House's scrutiny of the EU in the media. It concluded that now is the time to propose the introduction of a form of national veto over EU legislative proposals, and then to explore the mechanics of disapplication of parts of existing EU obligations, notwithstanding the European Communities Act 1972
Download or read book Thirteen Years of Hell in Paradise written by Rupert Pegram and published by Trafford Publishing. This book was released on 2010-11 with total page 463 pages. Available in PDF, EPUB and Kindle. Book excerpt: After leading a regional office in Africa that studied ticks and tick-borne diseases, Rupert Pegram received a call in 1994 that changed his life. His higher ups wanted him to lead a new program in the Caribbean. The Caribbean Amblyomma Program, known as the CAP, sought to eliminate the Amblyomma tick from the Caribbean region. The stakes were high because ticks transmit terrible diseases. Today, the tropical pest introduced from Africa threatens to invade large areas of the south and central parts of North America. By learning about the progress, setbacks, political and financial constraints, and final heartbreak of failure in the Caribbean, the rest of world can discover how to fight the growing problem. Learn why the CAP program failed and how the Caribbean farmers who were let down by the program suffered. This history and analysis conveys the need to re-establish vigorous research to eradicate tick-borne illnesses. Ticks are invading the larger world, and there are serious implications. They found much of their strength during Thirteen Years of Hell in Paradise.

Download or read book A Guide to the Papers of British Cabinet Ministers 1900 1964 written by Cameron Hazlehurst and published by Cambridge University Press. This book was released on 1996 with total page 434 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Guide to the Papers of British Cabinet Ministers 1900-1964 is the revised and expanded edition of a volume first published by The Royal Historical Society in 1974. Its aim is to provide up-to-date information on the papers of 323 ministers in the first edition and include all Cabinet ministers (or those who held positions included in a Cabinet) until the resignation of Sir Alec Douglas-Home as Prime Minister in 1964. Thus the scope of this edition has increased from the 323 ministers in the first Guide to 384, and therefore incorporates those who held relevant positions in the Churchill, Eden, Macmillan and Home governments. Information is provided on 60 'new' ministers and the previously omitted Lord Stanley. This Guide therefore is a major research tool and a source of information on personal papers, often in private hands, of people who played major roles in twentieth-century political life.
