I wish distinctly to impress upon the mind of the reader the fact that I have not attempted to write a complete history of ironmaking and coal mining in Pennsylvania, but have assumed only to write such an introduction to their history as will contain a record of the principal events which mark the beginning of these two great industries of our State, and mark, also, the leading events in their subsequent development. Beginning with their beginning, I end with the progress they had made down to 1876, but only glance at the great gap between. Otherwise stated, the scope of the following pages embraces a statement of the first enterprises in iron making and coal mining in Pennsylvania, a reference to significant periods of their development, and a summary of ultimate results. Greater amplitude and detail could only have been possible by completely changing the plan upon which the two essays had been projected. I have undertaken to preserve only that part of the history of our iron and coal industries that is of most value and is in most danger of being lost. To those who would have been gratified to see in this volume a description of existing ironworks in Pennsylvania, it is proper that we should say that the American Iron and Steel Association published in 1876 a complete list of all such enterprises in the United States, which list is now being revised for publication in the spring of the present year. The total number of casualties during the year in the district has been forty-four, classified as follows, viz: Fourteen fatal and thirty non-fatal, which, in comparison with former years and in proportion to the quantity of coal mined, it is a source of infinite gratification to be able to report so great a diminution; and with the same amount of improvement in collieries, and care on the part of those employed in the future, we will soon reach the minimum of casualties in this hazardous business. Hartranft, Governor of the Commonwealth of Pennsylvania: Sir: - In compliance with the requirements of an act of General Assembly of the Commonwealth, approved the fifth day of April, A.D. 1870, entitled "An Act for the preservation of records of inspectors of mines in the mining district of Schuylkill," etc., I have the honor to herewith submit a report of all matter of information as have been furnished by the inspectors of mines of their respective districts, aforesaid, showing that one hundred and three persons lost their lives, and that three hundred and forty-two persons were maimed and injured during the year 1873, as the following statements will exhibit: That in Pottsville district 45 collieries were in operation, and that 29 deaths occurred. That in Ashland district 66 collieries were in operation, and that 53 deaths occurred. That in Shamokin district 44 collieries were in operation, and that 44 deaths occurred. And of the 379 persons that were maimed 34 of these died subsequently of such injuries, leaving 74 widows and 273 orphans. that there has been 35 deaths and 114 injuries in the district this year more than was in 1872. The excesses in deaths and injuries are classified in their respective order: In Pottsville district the deaths are 12 and the injuries 43 more this than last year. In Ashland district the deaths are 11 and the injuries 72 more this than last year. In Shamokin district the deaths are 12 and the injuries 1 more this than last year. The causes of which deaths and injuries are detailed in tabulated forms, and are much larger than was anticipated; but investigations into these casualties show that very many of them were purely accidental, chiefly the result of negligence, inexperience and haste. Book excerpt: Excerpt from Report of the Bureau of Mines of the Department of Internal Affairs of Pennsylvania, 1897: Including Reports of Mine Inspectors On my induction into office, my attention was called to the intro duction of the Mine Inspectors' Report of 1896, and especially to the passage that states: Although for the last decade more has been done in the way of legislation for the protection of the lives and limbs of persons employed in and about the mines of this State, yet the results as to accidents have not been such as to reflect credit on those who have had to execute the laws. Actuated by a desire to change these conditions, if possible, I have given this subject considerable thought and attention, and while there is, no doubt, room for improve ment, it is gratifying to know that since the laws were enacted for the protection of those employed in and about the mines of this State the number of accidents compared with the number of emp-loyes and number of tons of coal mined has been much less than before that period, and in the face of very much greater dangers. I beg leave to refer to the report of G. M. Williams, Inspector of the Fourth Anthra cite Di-strict, where will be found a table showing the production of coal, the number of persons employed, the number in each class of fatal accidents and tons of coal mined per life lost, in each year from 1871 to 1897 inclusive in the Fourth Anthracite District. This is perhaps, in many respects, the most dangerous district in the anthra cite region, and I believe it is too large for one man to inspect. Not withstanding this, a perusal of Mr. Vvilliam's report shows his fami. Liarity with every mine and its peculiar condition.
