Book excerpt: The Politics of Military Force examines the dynamics of discursive change that made participation in military operations possible against the background of German antimilitarist culture. Once considered a strict taboo, so-called out-of-area operations have now become widely considered by German policymakers to be without alternative. The book argues that an understanding of how certain policies are made possible (in this case, military operations abroad and force transformation), one needs to focus on processes of discursive change that result in different policy options appearing rational, appropriate, feasible, or even self-evident. Drawing on Essex School discourse theory, the book develops a theoretical framework to understand how discursive change works, and elaborates on how discursive change makes once unthinkable policy options not only acceptable but even without alternative. Based on a detailed discourse analysis of more than 25 years of German parliamentary debates, The Politics of Military Force provides an explanation for: (1) the emergence of a new hegemonic discourse in German security policy after the end of the Cold War (discursive change), (2) the rearticulation of German antimilitarism in the process (ideational change/norm erosion) and (3) the resulting making-possible of military operations and force transformation (policy change). In doing so, the book also demonstrates the added value of a poststructuralist approach compared to the naive realism and linear conceptions of norm change so prominent in the study of German foreign policy and International Relations more generally.

Military regimes have been replaced in Argentina (1983), Uruguay (1985), and Brazil (1985). Despite great interest in these new democracies, the role of the military in the process of transition has been under-theorized and under-researched. Alfred Stepan, one of the best-known analysts of the military in politics, examines some of the reasons for this neglect and takes a new look at themes raised in his earlier work on the state, the breakdown of democracy, and the military. The reader of this book will gain a fresh understanding of new democracies and democratic movements throughout the world and their attempts to understand and control the military. An earlier version of this book has been a controversial best seller in Brazil. To examine the Brazilian case, the author uses a variety of new archival material and interviews, with comparative data from Argentina, Uruguay, Chile, and Spain. Brazilian military leaders had consolidated their hold on governmental power by strengthening the military-crafted intelligence services, but they eventually found these same intelligence systems to be a formidable threat. Professor Stepan explains how redemocratization occurred as the military reached into the civil sector for allies in its struggle against the growing influence of the intelligence community. He also explores dissension within the military and the continuing conflicts between the military and the civilian government.

Analysing disputes between Indonesia's main Muslim groups, Mietzner argues that their intense rivalry between 1998 and 2004 allowed the military to extend its engagement in politics and protect its institutional interests. The stabilization of the civilian polity after 2004, in contrast, has led to an increasing marginalization of the armed forces from the power centre. Drawing broader conclusions from these events for Indonesia's ongoing process of democratic consolidation, the book shows that the future role of the armed forces in politics will largely depend on the ability of civilian leaders to maintain functioning democratic institutions and procedures.

Our Army paints a more complex picture, demonstrating that while army officers are likely to be more conservative, rank-and-file soldiers hold political views that mirror those of the American public as a whole, and army personnel are less partisan and politically engaged than most civilians. Assumptions about political attitudes in the U.S. Army are based largely on studies focusing on the senior ranks, yet these senior officers comprise only about 6 percent of America's fighting force. Jason Dempsey provides the first random-sample survey that also covers the social and political attitudes held by enlisted men and women in the army. Uniting these findings with those from another unique survey he conducted among cadets at the United States Military Academy on the eve of the 2004 presidential election, Dempsey offers the most detailed look yet at how service members of all ranks approach politics. He shows that many West Point cadets view political conservatism as part of being an officer, raising important questions about how the army indoctrinates officers politically. But Dempsey reveals that the rank-and-file army is not nearly as homogeneous as we think--or as politically active--and that political attitudes across the ranks are undergoing a substantial shift. Our Army adds needed nuance to our understanding of a profession that seems increasingly distant from the average American.

The extent of Indonesia?s progress in this area has been the subject of heated debate, both in Indonesia and in Western capitals. Human rights organizations and critical academics, on the one hand, have argued that the reforms implemented so far have been largely superficial, and that Indonesia?s armed forces remain a highly problematic institution. Foreign proponents of military assistance to Indonesia, on the other hand, have asserted that the military has undergone radical change, as evidenced by its complete extraction from political institutions. This study evaluates the state of military reform eight years after the end of authoritarian rule, pointing to both significant achievements and serious shortcomings. Although the armed forces in the new democratic polity no longer function as the backbone of a powerful centralist regime and have lost many of their previous privileges, the military has been able to protect its core institutional interests by successfully fending off demands to reform the territorial command structure. As the military?s primary source of political influence and off-budget revenue, the persistence of the territorial system has ensured that the Indonesian armed forces have not been fully subordinated to democratic civilian control. This ambiguous transition outcome so far poses difficult challenges to domestic and foreign policymakers, who have to find ways of effectively engaging with the military to drive the reform process forward.This is the twenty-third publication in Policy Studies, a peer-reviewed East-West Center Washington series that presents scholarly analysis of key contemporary domestic and international political, economic, and strategic issues affecting Asia in a policy relevant manner.
