Can they make their regimes impervious to coups? How to Prevent Coups d'État shows that how leaders organize their coercive institutions has a profound effect on the survival of their regimes. When rulers use presidential guards, militarized police, and militia to counterbalance the regular military, efforts to oust them from power via coups d'état are less likely to succeed. Even as counterbalancing helps to prevent successful interventions, however, the resentment that it generates within the regular military can provoke new coup attempts. And because counterbalancing changes how soldiers and police perceive the costs and benefits of a successful overthrow, it can create incentives for protracted fighting that result in the escalation of a coup into full-blown civil war. Drawing on an original dataset of state security forces in 110 countries over a span of fifty years, as well as case studies of coup attempts in Asia, Africa, Latin America, and the Middle East, De Bruin sheds light on how counterbalancing affects regime survival. Understanding the dynamics of counterbalancing, she shows, can help analysts predict when coups will occur, whether they will succeed, and how violent they are likely to be. The arguments and evidence in this book suggest that while counterbalancing may prevent successful coups, it is a risky strategy to pursue—and one that may weaken regimes in the long term.

While coups drive a majority of regime changes and are responsible for the overthrow of many democratic governments, there has been very little empirical work on the subject. Seizing Power develops a new theory of coup dynamics and outcomes, drawing on 300 hours of interviews with coup participants and an original dataset of 471 coup attempts worldwide from 1950 to 2000. Naunihal Singh delivers a concise and empirical evaluation, arguing that understanding the dynamics of military factions is essential to predicting the success or failure of coups. Singh draws on an aspect of game theory known as a coordination game to explain coup dynamics. He finds a strong correlation between successful coups and the ability of military actors to project control and the inevitability of success. Examining Ghana’s multiple coups and the 1991 coup attempt in the USSR, Singh shows how military actors project an image of impending victory that is often more powerful than the reality on the ground. In addition, Singh also identifies three distinct types of coup dynamics, each with a different probability of success, based on where within the organization each coup originated: coups from top military officers, coups from the middle ranks, and mutinous coups from low-level soldiers.

However, coup-proofing often has the additional effect of lowering the military's effectiveness in conflict. Coup-proofing is discussed in the context of the Nouri al-Maliki's regime in Iraq before two formal models are presented. The first model shows when coups are possible, leaders select military commanders with lower ability but higher loyalty. The second model shows that when coups are possible, leaders rotate their military commanders to prevent any one commander from becoming too powerful. The paper then presents experimental tests of the models. The results of these laboratory experiments show that leaders are more likely to select loyal commanders or rotate their commanders under the coup treatment relative to groups with no leadership turnover or with leadership turnover according elections. Thus, when faced with the possibility of a coup, leaders intentionally lower their military effectiveness. This paper captures the dynamics behind a fundamental inefficiency introduced into groups when leadership is valuable, delegation is necessary, and powerful subordinates can remove the leader from office.

Despite the approval of your actions by The Referendum, it was still necessary to make several arrests for acts of sedition. One of these traitors, I am sorry to say, is a retired officer and a 1992 graduate of the National War College. The officer, Prisoner 222305759, has been convicted by court-martial and is awaiting execution. In violation of my standing orders, the prisoner was allowed writing materials. Somehow he managed to draft a letter to a fellow alumnus chronicling what he calls the "Origins of the American Military Coup of 2012." By hand-writing the letter he defeated the electroscriber scanners we placed in his cell. Fortunately, our security forces were still able to intercept it. 3. Because of its potential interest to you, a copy of the prisoner's letter is attached. As the document indicates, the prisoner evidently had secreted into the stockade old notes, articles, and newspaper clippings he saved from his War College days. These documents were recovered in a search of the prisoner's cell. For your edification, I have had an intelligence agent analyze them and annotate your copy of the letter with endnotes citing these references where appropriate. 4.
