Book excerpt: Seeking ways to reduce military aircraft expenditures, IDA investigated the potential for expanded military use of commercial acquisition practices and processes to acquire and maintain aircraft turbine engines. This commercial acquisition process includes the Federal Aviation Administration (FAA) certification procedure for aircraft turbine engines. IDA reviewed the extent to which commercial engines can meet military aircraft application requirements. The review compared commercial aircraft turbine engine acquisition practices and processes to those used by the military. Past use of commercial subsonic turbine engines in military transport and similar utility aircraft has clearly shown that commercial practices and processes can be used successfully to develop and produce engines for subsonic military applications. However, the examination of the technical requirements for subsonic and supersonic aircraft engines found several design differences. IDA recommends that (1) DoD retain the present military turbine engine development process for supersonic military fighter/attack aircraft, and (2) DoD engine procurement procedures be streamlined by incorporation of the proven compatible commercial aircraft engine acquisition processes for subsonic transport, tankers, unmanned air vehicles, utility aircraft, and selected bomber applications.

Book excerpt: CSIS's The Future of Military Engines looks at the state of the U.S. military engine industrial base and the choices confronting policymakers at the Department of Defense (DoD). The military engine industrial base is closely tied to the industrial base for commercial engines. U.S. engine providers use many of the same facilities and largely the same supply chain for military and commercial engines. The ability to leverage commercial supply chains is critical because supply chain quality underlies the performance advantage of U.S. military engines, both for individual aircraft and military aircraft fleets. International competitors such as Russia and China are seeking to overtake the U.S. in engines. However, the current U.S. advantage is sustainable if it is treated as a national priority. Many military aircraft, especially fighters, require engines with important differences from commercial aircraft. They fly different flight profiles and perform different jobs. These differences mean that while DoD can leverage the commercial engine industrial base, it must also make investments to sustain the industrial base’s unique military components. In the next few years, DoD investment in military engines is projected to decrease significantly, particularly for R&D. This presents a challenge as military-unique engineering skills are highly perishable. Four major policy choices confront DoD as it formulates its investment approach to military engines going forward: 1) Priority, 2) Resources, 3) Business Model, and 4) Competition. The DoD is at an inflection point for engine investment, and the time for choosing on these four key policy questions will come in the next few years.

In September, Robert J. Herman, Chairman of the DSB Task Force on Defense Acquisition Reform, asked General Bernard P Randolph, USAF (Retired), to form a panel to study Jet Engines as a Pilot Industry. The purpose was to determine the feasibility of procuring all military jet engines using commercial practices.

Not long ago, media reports of spare parts overpricing and related problems ignited harsh public criticism of the handling of the multibillion dollar defense contracts for the F100 jet engine. According to Colonel Robert Drewes, US Air Force, though, the outcome of the subsequent "Great Engine War" calls not for criticism, but for praise for the Department of Defense. Long before the public became aware of the controversy, the Air Force was grappling with the problems of the F100 high performance engine and the contract for its procurement and maintenance. As difficulties mounted in negotiations with the sole-source supplier, the Air Force, Navy, and Congress held their ground and eventually prevailed. The account of their combined efforts is an encouraging story about the Department of Defense and the US Government "setting things right," a story that has not been fully told before. The case is not closed on jet engine contracting, or any other kind of defense contracting, but the Great Engine War is welcome reassurance that US defense dollars --closely monitored-- will be spent wisely.
