Not only can the application of military civic action give underprivileged citizens confidence in their government, it also can create and environment in which the education, discipline, and experience of the Reserve Components can be put to use in building the infrastructure that these citizens need if they are to help themselves out of poverty. The citizen soldier is the unique military force, having both civilian and military skills to accomplish this strategic mission. This paper analyzes the value of an enhanced relationship between the United States Reserve Components (United States Army Reserve and National Guard) and Latin America. The main focus is centered around the Joint Chief of Staff(JCS) exercises. The first half of this paper discusses the background and history of humanitarian and civic action (H/CA) in relation to the military as a whole. The second half concentrates on the background and recent developments of the Reserve Component involvement in the H/CA exercises. Also included are the criticisms and advantages of employing the Reserve Component in planing and conducting JCS exercises. The final part is conclusions and recommendations for continued use of Reserve Components for this strategic mission in Latin America.

This study is a qualitative and quantitative analysis of one aspect of MOOTW: the DOD Humanitarian and Civic Assistance (HCA) Program. This analysis defines and evaluates the HCA program in the context of MOOTW and proposes the emergence of several trends as well as challenges. This study also assesses the purposes and limits of HCA (under Title 10, United States Code) and differentiates between humanitarian assistance (HA) and HCA. Current trends highlight past, present, and potential benefits of this program. Challenges involve: implementing program improvements; measuring program performance and effectiveness; and defining military roles relevant to training, long term benefits, and the politico-military interface. Methodology for this study includes: (1) a literature review, (2) analysis of a 1993-94 U.S. Government General Accounting Office (GAO) report entitled Department of Defense: Weaknesses in Humanitarian and Civic Assistance Programs, (3) analysis of program data, (4) evaluation of medical after-action reports, and (5) interviews with personnel involved in various aspects of HCA. Reports on medical HCA conducted in USSOUTHCOM by medics associated with Air Force Special Operations Command (AFSOC) serve to tie together the interrelated themes of this study and support conclusions relevant to trends, benefits, challenges, suggested improvements, and suggested areas for future research.

It focuses on roles that replicate or build on existing Army and DoD assistance programs, especially "dual-purpose" missions that would serve both Army and host-nation interests. The study concludes that although few roles would fully meet key "dual-purpose" criteria, the Army could undertake some modest aid actions in the twelve republics--swiftly and at relatively low cost--that it routinely performs in other countries for largely self-interested reasons. The most promising could be built around small-scale nation assistance actions, primarily involving Reserve Component medical and engineer units, which the Army regularly conducts throughout the developing world, typically in conjunction with scheduled training activity. While the study findings do support a modest Army aid role, they cannot support a recommendation that the Army undertake specific actions absent key situational factors. However, they do argue that the Army's potential as an aid instrument be brought into sharper relief as an instrument available to policymakers.

Complex health emergencies resulting from rapid onset disasters frequently rely on international stakeholders to alleviate suffering of an affected population. The United States Government possesses a unique medical capability to provide humanitarian assistance within Department of Defense (DoD that conducts proactive healthcare-capacity building Maritime Humanitarian Civic Assistance (mHCA) missions. Linking HCA proactive healthcare-capacity building activities to efficiencies in reactive disaster responses is a desired outcome for the DoD. Methods: Through examination of peer-reviewed and "grey" literature yielded (a) the manner in which HCA missions are referenced, as health-related activities or a strategic security tool; (b) identified mHCA missions process outcomes through structured web searches; and (c) the author professional affiliations referencing mHCA missions. A comparative case study of DoD military medical resources during complex disaster responses was undertaken. Disaster-affected nations where mHCAs had been conducted during 2006-2013 were systematically selected utilizing disaster risk trend and disaster tracking databases to define the unit of analysis; and (b) conduct thematic analysis of key stakeholders' post-disaster reports documenting foreign militaries' medical resources impact on disaster responses and associations with mHCAs. Results: The literature review identified 800 citations regarding mHCA missions with 126 meeting inclusion criteria. Documents identified as grey literature represented 58% of the results and focused on national security agendas while describing maritime HCAs as a strategic security tool. No mention of mHCA mission impact on host nation health status was noted. Several themes emerged: a) pre-disaster health engagements with foreign nations are not identified with improvements in disaster responses; b) the benefit of establishing a formalized international disaster response and preparedness framework integrating military resources is acknowledged; and (c) ongoing disaster management education of military personnel is needed. Conclusion: This dissertation contributes to the understanding on the utility of military medical assets providing purposeful global health resources in disaster management. By examining the literature on proactive mHCAs and developing a comparative case study, the DoD's strategic perspectives in disaster mitigation are better understood to inform the design of policy solutions to synergize DoD efforts in disaster-risk-reduction through healthcare-capacity building.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
