Book excerpt: This report finds that: because the Navy's process stressed the reduction of excess capacity there were cases where a base was recommended for closure, even though its mil. value was rated higher that bases that remained open; the Army chose not to recommend a base for closure in part because of environ'l. cleanup costs -- a reason excluded from cost of closure calculations; the AF documentation makes it difficult to understand the justification for some decisions, although AF oral explanations justified the recommendations.

Book excerpt: The United States is closing and realigning military bases as part of its efforts to downsize and restructure its forces and reduce defense spending. To ensure that this process is fair, Congress enacted the Defense Base Closure and Realignment Act of 1990 (P.L. 101-510). The act established an independent commission, the Defense Base Closure and Realignment Commission, and specified procedures the President, the Department of Defense (DOD), General Accounting Office (GAO), and the Commission must follow, through 1995, to close and realign bases. Under these procedures, the Secretary of Defense on March 12, 1993, recommended 165 closures, realignments, and other actions affecting bases within the United States. The act, as amended by Public Law 102-484, requires that by April 15, 1993, GAO provide the Commission and Congress a detailed analysis of the Secretary of Defense's recommendations and selection process.

Book Military bases analysis of DOD s 2005 selection process and recommendations for base closures and realignments report to the congressional committees

Download or read book Military bases analysis of DOD s 2005 selection process and recommendations for base closures and realignments report to the congressional committees written by and published by DIANE Publishing. This book was released on 2005 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: On May 13, 2005, the Secretary of Defense submitted proposed base realignment and closure (BRAC) actions to an independent commission for its review. The Commission must submit its recommendations to the President by September 8, 2005, for his acceptance or rejection in their entirety. Congress has final action to accept or reject these recommendations in their entirety later this year. The law required that GAO issue a report on the Department of Defense's (DoD) recommendations and selection process by July 1, 2005. GAO's objectives for this report were as follows: (1) determine the extent to which DoD's proposals achieved its stated BRAC goals, (2) analyze whether the process for developing recommendations was logical, and (3) identify issues with the recommendations that may warrant further attention. Time constraints limited GAO's ability to examine implementation details of most of the individual recommended actions. DoD had varying success in achieving its 2005 BRAC goals of reducing excess infrastructure and producing savings, furthering transformation, and fostering jointness. While DoD proposed a record number of closures and realignments, exceeding all prior BRAC rounds combined, many proposals focused on reserve bases and relatively few on closing active bases. Projected savings are almost equally large, but most savings are derived from 10 percent of the recommendations. While GAO believes savings would be achieved, overall up-front investment costs of an estimated $24 billion are required, and there are clear limitations associated with DoD's projection of nearly $50 billion in savings over a 20-year period. Much of the projected net annual recurring savings (47 percent) is associated with eliminating jobs currently held by military personnel. However, rather than reducing end-strength levels, DoD indicates the positions are expected to be reassigned to other areas, which may enhance capabilities but also limit dollar savings available for other use7.

Eleven other volumes will be provided under separate cover. Volume II is the classified force structure plan, which is available on a restricted basis. Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) process for selecting domestic military bases as candidates for closure and realignment in January 1990. GAO found that: (1) DOD did not provide specific written guidance to the services on how to select candidate bases for closure and realignment; (2) the services' subsequent selection of candidate bases was not as comprehensive and well documented as their selection of candidate bases after the 1988 Commission on Base Realignment and Closure made recommendations; (3) the Air Force selected Eaker Air Force Base as a candidate for closure since it received the lowest overall rating of six domestic bases that have B-52G aircraft planned for retirement; (4) the services did not adequately document their selection of candidate bases which prevented the proper assessment of the adequacy and reasonableness of the analysis; and (5) DOD will need to reevaluate candidate bases that meet new criteria established by an independent commission and the DOD reduced force structure plan against whatever criteria it establishes.

Book Military Bases Observations on the Analyses Supporting Proposed Closures and Realignments

Download or read book Military Bases Observations on the Analyses Supporting Proposed Closures and Realignments written by and published by . This book was released on 1991 with total page 141 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DoD) spends billions of dollars annually operating its military bases in the United States. Events taking place throughout the world and within the United States have caused a reevaluation of U.S. military strategy, and U.S. forces are to be significantly reduced. DoD and the Congress both recognize that with a reduced force structure there is a need to close and realign military installations. The Defense Base Closure and Realignment Act of 1990 (P.L. 101-510) established a new process for DoD base closure and realignment actions within the United States. The act established an independent Defense Base Closure and Realignment Commission and specified procedures that the President, DoD, GAO, and the Commission must follow, through 1995, in order for bases to be closed or realigned. This report responds to the act's requirement that GAO provide the Congress and the Commission, by May 15, 1991, an analysis of the Secretary of Defense's April 12, 1991, recommendations of bases for closure and realignment and the selection process used. GAO also received numerous letters, requests, and materials in connection with this review from congressmen, state and local government officials, and private citizens; however, due to the lack of time available to respond to each of the issues raised, GAO has submitted the materials to the Commission for its use.
