Book excerpt: Over the next few years, over a million military servicemembers are expected to transition to civilian life and some may face challenges such as finding employment. To help them, TAP provides departing servicemembers employment assistance and information on VA benefits, among other things. Begun in 2011, efforts to revamp TAP are underway based on the VOW to Hire Heroes Act of 2011 and the administration's recommendations. The act also mandated GAO to review TAP. This report addresses: 1) the status of TAP implementation; 2) the extent to which elements of effective implementation and evaluation of TAP have been addressed; and 3) any challenges that may remain. To do this GAO identified five elements of effective implementation and evaluation based on relevant federal laws and previously established GAO criteria for training programs; reviewed related GAO work; assessed reports, plans, and policies provided by agencies that administer TAP; interviewed officials from entities that support servicemembers and veterans; and conducted four nongeneralizable discussion groups with servicemembers who had taken TAP at three military installations.

Family members provide support to service members while they serve or when they have difficulties; family problems can interfere with the ability of service members to deploy or remain in theater; and family members are central influences on whether members continue to serve. In addition, rising family diversity and complexity will likely increase the difficulty of creating military policies, programs and practices that adequately support families in the performance of military duties. Strengthening the Military Family Readiness System for a Changing American Society examines the challenges and opportunities facing military families and what is known about effective strategies for supporting and protecting military children and families, as well as lessons to be learned from these experiences. This report offers recommendations regarding what is needed to strengthen the support system for military families.

Book excerpt: This document records oral and written testimony from witnesses at a congressional hearing on the implementation of the Transition Assistance Program, designed to help veterans make the transition to civilian life. Witnesses included the assistant secretary of labor for veterans' affairs, assistant secretaries of various branches of the armed services, three congressional representatives, and several officers of veterans' organizations. During the testimony, witnesses stated that about 330,000 military service veterans passed through the Transition Assistance Program. They also outlined employment and job placement services that have been set up through the program. A list of training programs and their purposes is included. Also included is a large quantity of material submitted for the record consisting of written committee questions and their responses from the various government departments and other organizations involved.
