The men and officers who served in KMAG during the early days came to know all the frustrations and triumphs, the problems and partial solutions, the failures and successes that characterize new ventures.Major Sawyer and Mr. Hermes have vividly recaptured the spirit and actions of the men of both nations whose joint efforts established a remarkable record of achievement. Though this volume describes the Armys experience in Korea only, the lessons it contains have great value to an officer assigned to advisory group duty in any nation. Major Saver, presently attending the Command and General Staff College at Fort Leavenworth, Kansas, wrote his manuscript while on duty with the Office of the Chief of Military History from 1951 to 1955. A combat veteran of both World War II and the Korean War, he received a battlefield commission in France in 1945 and fought in Korea in 1950 with the 25th Infantry Division. He holds the Silver Star, the Bronze Star Medal, and the Purple Heart.Mr. Hermes, also a World War II veteran, is a graduate of Boston University, where he received an M.A. degree in 1942, and is currently completing requirements for a Ph.D. degree in history at Georgetown University. This Global War on Terrorism (GWOT) Occasional Paper (OP) is a timely reminder for the US Army about the history we do not know, or at least the history we do not know well. The Army has recently embarked on massive advisory missions with foreign militaries in Iraq, Afghanistan, and elsewhere around the globe. We are simultaneously engaged in a huge effort to learn how to conduct those missions for which we do not consistently prepare. Mr. Robert Ramsey's historical study examines three cases in which the US Army has performed this same mission in the last half of the 20th century. In Korea during the 1950s, in Vietnam in the 1960s and 1970s, and in El Salvador in the 1980s the Army was tasked to build and advise host nation armies during a time of war. The author makes several key arguments about the lessons the Army thought it learned at the time. Among the key points Mr. Ramsey makes are the need for US advisors to have extensive language and cultural training, the lesser importance for them of technical and tactical skills training, and the need to adapt US organizational concepts, training techniques, and tactics to local conditions. Accordingly, he also notes the great importance of the host nation's leadership buying into and actively supporting the development of a performance-based selection, training, and promotion system. To its credit, the institutional Army learned these hard lessons, from successes and failures, during and after each of the cases examined in this study. However, they were often forgotten as the Army prepared for the next major conventional conflict. These lessons are still important and relevant today. In fact, prior to its publication the conclusions of this study were delivered by the author to several of the Army's current advisory training task forces.

During the early Cold War, arms aid grew from a few country and regional programs into a worldwide effort with an annual cost of more than $1 billion. Pach analyzes the Truman administration's increasing reliance on arms aid--for Latin America, Greece and Turkey, China, and Western Europe--to contain Communist expansion during the late 1940s. He shows that a crucial event was the passage of the Mutual Defense Assistance Act of 1949, the progenitor of a long series of global, Cold War arms measures. Pach demonstrates that the main impetus for the startling growth of military assistance was a belief that it would provide critical political and psychological reassurance to friendly nations. Although this aid was ostensibly provided for military purposes, the overriding goals were insuring goodwill, raising foreign morale, stiffening the will to resist communism, and proving American resolve and reliability. Policymakers, Pach contends, confused means with ends by stressing the symbolic importance of furnishing aid. They sought additional appropriations with the threat that any diminution or cessation of aid suggested a weakening of American commitment. Pach reveals that civilian, not military, officials were the principal advocates of the expansion of military aid, and he shows how the policies established during the Truman administration continued to exert a profound influence throughout the Cold War. Some officials questioned the self-perpetuating qualities of military aid programs, but Pach concludes that their warnings went unheeded. Although fiscal restraints in the Truman administration temporarily stemmed the growth of aid, the Korean War exploded budgetary limitations. MIlitary assistance spending expanded rapidly in size and scope, gaining a momentum that succeeding administrations could not resist. Originally published in 1991.
