Capacity for environmental policy and management, as the concept is used in this volume, has been defined broadly as a society's "ability (...) to devise and implement solutions to environmental issues as part of a wider effort to achieve sustainable development" (OECD). Since the late 1960s capacity-building in environmental policy and management can be observed across the world. It may have made insufficient progress as yet from an environmentalist point of view, but it has produced some remarkable results, and not only in the industrialised world. In the first chapter we present the conceptual framework that underlies the national case studies. In the course ofour research project the authors ofthe book met together twice to discuss this framework in the light of the national experi ences and to harmonise their approaches. In this way we have tried to offer more than a collection of individual and incoherent case studies, focusing only on specific environmental problems, institutions, actors, or instruments. The idea behind this book is to give a systematic, comparative overview ofthe fundamental conditions under which environmental policies is practised in selected countries.

As a result of this intellectual development, as well as continuing and increasing severity of environmental problems, there is a need for fresh thinking about regulatory methods that are rational from both economic and legal points of view. This book focuses on the viability of one particular regulatory innovation--the use of agreements or contracts for environmental regulation--as it has been practised in the United States and Europe. The various contributions explore the general idea that certain kinds of environmental problems may best be addressed through contracts among interested parties, including representatives of various levels of government, business, local community and employment representatives, and public interest groups. The parties get together to discuss a particular problem and then agree to an agreement or contract designed to address key issues and interests. At least in some situations, this approach may yield greater flexibility, stronger commitment, and more creative outcomes than traditional command-and-control regulation. Experiments in the use of environmental contracts have begun on both sides of the Atlantic, a fact which makes the comparative study offered here especially timely and valuable.

It has been written with a specific perspective in mind. First and foremost, the line of approach we have taken was from a multidisciplinary social science point of view. The trend in environmental policy is looked at from the angle of sociology, policy studies and political science. Secondly, all analyses depart from the paradigm shift concept. This particular paradigm shift is based on the fact that a radical change has taken shape over the years in the way environmental issues are handled. Previously, environmental policy had always been characterised by is top-down approach in which government determined the actual objectives of policy and assumed that it could win over business, non governmental organisations and citizens to act in line with those objectives. There was also a great deal of faith in the technical solutions to environmental issues. Today's environmental policy is based on a totally different philosophy. Environmental objectives are now reached in association with business, non-governmental organisations and citizens. These actors are also involved in bringing environmental policy into practice. In other words, the implementation of policy has a more interactive nature. New relationships emerge between government, the market and civil society, and policy discourses also become integrated. The environmental interest is more often weighed against the econom1c interests, the spatial development and against social justice.

Over the past decade, its government has introduced such ground-breaking schemes as Integrated Environmental Zoning, the City-Environment Project, the Bubble Concept and Policy Concepts and new approaches to coping with noise, odours, soil pollution, air pollution and safety issues. These initiatives and policy tools reflect a rapidly changing and decentralising environmental policy, which contrasts with more conventional environmental ideologies. However, at present little is known of these policies in the international arena. De Roo shows how and why, in recent years, the country's planning system has moved away from its traditional 'top-down' structure. The resulting changes have had far-reaching consequences for the traditional principles of Dutch environmental policy. In addition, measures for compensating excessive environmental loads are now open to discussion and environmental quality is a subject of negotiation among stakeholders. All these developments mean that environmental policy-making has become more closely integrated with local initiatives that focus on general location-specific qualities. In this book, this development is referred to as 'tailor-made comprehensive planning', which relates closely to the local context, is area-specific, situation-dependent, and embraces shared governance.

Having included the UK as a country where decision processes were far less participatory (and thus ‘worse’ in my own view) than those in the Netherlands, I started doing my first interviews there, which were mainly intended to identify suitable case studies for research. But then I read a highly critical review of a book that had a similar topic as my study. The critique was that cases of hazardous waste siting cannot adequately be studied without understanding their national context. This made me decide to devote some attention to the legal context of hazardous waste siting in the three countries of interest (which is of course only a part of the national context) and its development through the years. The study of the UK system of environmental regulation and land use planning was not a simple issue, and I was warned various times (for instance by Andrew Blowers at the Open University) that the legislation was highly complex and easily misinterpreted. I felt personally touched by such warnings and decided that I should perhaps approach the UK system a bit less as an evil empire and maybe be a bit more ‘objective’ in my appraisals.
