Whereas in most countries citizenship attribution is regulated at the central level of the state, in Switzerland each municipality is accorded the right to decide who can become a Swiss citizen. This book aims at exploring naturalization processes from a comparative perspective and to explain why some municipalities pursue more restrictive citizenship policies than others. The Swiss case provides a unique opportunity to approach citizenship politics from new perspectives. It allows us to go beyond formal citizenship models and to account for the practice of citizenship. The analytical framework combines quantitative and qualitative data and helps us understand how negotiation processes between political actors lead to a large variety of local citizenship models. An innovative theoretical framework, integrating Bourdieu's political sociology, combines symbolic and material aspects of naturalizations and underlines the production processes of ethnicity.

This case study is positioned within a broader context and allows for comparison within and beyond the European system, building a bridge to the international scientific community. In addition, the author links the empirical findings to sociological theory. She explains the identified patterns of social practice in asylum administration along the theories of social practices, social construction and structuration. This helps to contribute to the often missing theoretical development in this particular field of research. Overall, this book provides a sociological contribution to a key issue in today's debate on immigration in Europe and beyond. Studies have shown that dispositional factors, such as social identity and personality traits, affect ethnocentric reactions and that attitudes differ between social categories. However, broader national and international explanations have been neglected in the literature. This book fills this major gap by providing a unique account of the relationship between nationalist attitudes and the exclusion of migrants across a range of European countries, the US, Canada and Australia. Drawing on a variety of comparative surveys, the authors assess whether ethnic exclusionist reactions and nationalist attitudes are indeed systematically related across countries, and whether variations in such attitudes reflect country-level as well as individual-level differences. The authors consider the multidimensionality of the concepts of nationalism and exclusionism as well as the empirical associations, and analyze the attitudes of both majority and minority groups within the countries studied.

This anxious debate has given rise to a veritable 'moral panic' - a feeling of fear spreading among a large number of people that some evil threatens the well-being of society. In this short book Zygmunt Bauman analyses the origins, contours and impact of this moral panic - he dissects, in short, the present-day migration panic. He shows how politicians have exploited fears and anxieties that have become widespread, especially among those who have already lost so much - the disinherited and the poor. But he argues that the policy of mutual separation, of building walls rather than bridges, is misguided. It may bring some short-term reassurance but it is doomed to fail in the long run. We are faced with a crisis of humanity, and the only exit from this crisis is to recognize our growing interdependence as a species and to find new ways to live together in solidarity and cooperation, amidst strangers who may hold opinions and preferences different from our own.
