Book excerpt: L'intérêt croissant des économistes dans la migration Sud-Nord a donné au Sud le statut de pays d'émigration et au Nord le statut de pays d'immigration. Toutefois, lorsque l'on observe de près les données, on trouve que la migration Sud-Sud est aussi importante que la migration Sud-Nord. L'ampleur des migrations Sud-Sud a fait de certains pays en développement, des pays d'origine, de transit et de destination. Quant à l'impact sur le marché du travail, deux effets contradictoires peuvent être observés: d'une part, l'immigration ainsi que les migrations entre régions à l'intérieur du pays augmentent la pression sur le marché du travail local et par la suite, l'incitation à émigrer. D'autre part, l'émigration peut servir soit à augmenter les salaires, soit à réduire le chômage dans les régions d'origine, ce qui permet, de renforcer la migration interne ainsi que l'immigration. Alors que la plupart des économistes ont particulièrement négligé cet aspect, cette thèse cherche, en premier lieu, à illustrer l'interdépendance entre ces différents flux migratoires. Elle conclut que l'impact de la migration sur le marché du travail dans le pays d'origine devrait être analysé avec précaution en tenant compte des entrées et des sorties de travailleurs. Cette thèse met également l'accent sur l'investissement des transferts dans le secteur immobilier et conclut que la canalisation des transferts vers les secteurs productifs n'a pas de retombées positives sur l'économie lorsque le secteur immobilier est très intégré dans cette dernière. Elle conclut aussi que l'économie marocaine a intérêt à poursuivre ses efforts de libéralisation commerciale en vue de réduire les flux migratoires.

Part of this interest is driven by the important political changes in East Europe and the potential threat of large East-West migration waves. The global migration potential towards the higher developed areas has reached about 80 to 100 million people. Le premier essai évalue l'impact distributif des transferts internationaux et domestiques au Sénégal. Les résultats montrent que les transferts privés réduisent l'inégalité de revenu au Sénégal. Cet effet égalisateur semble principalement tiré par les transferts domestiques. Le deuxième essai examine la fonction d'assurance de la migration au Mali. Nous trouvons que la migration agit comme un mécanisme d'assurance lorsque le ménage est victime d'un choc idiosyncratique au cours de l'année. Le troisième essai étudie le lien entre le capital humain des migrants sénégalais et leur insertion sur le marché de travail de destination. Les résultats suggèrent que la probabilité d'être en emploi qualifié étant donné le niveau d'éducation est inférieure en migration par rapport au Sénégal. Bien qu'à priori distincts, ces trois essais ont en commun une approche qui mobilise des enquêtes ménages ainsi que des techniques microéconométriques diverses au regard du caractère complexe de la migration afin d'apporter des éclairages sur les conséquences de la migration sur les économies d'origine.

As population mobility grows in an ever more crowded world, the Global Forum on Migration and Development (GFMD) has emerged as the most important global mechanism to deal with the urgent challenges it presents. This book explores fresh strategies proposed by the GFMD in its fourth year of operation in Mexico and beyond. Interrogating the relationship between migration and development, the papers advance the Global Forum’s aims of reducing poverty and empowering low-income families everywhere. In 2010, there were 214 million international migrants worldwide, nearly two and a half times the number in 1965. By 2050, international migration is likely to expand sharply in scale, reach and complexity, due to growing demographic disparities, environmental change, shifting global political and economic dynamics, technological innovations and social networks. Migration can bring substantial gains to families in less-developed countries, and mobile labor is an axiomatic feature of the global economy. Yet outward migration of skilled workers can seriously retard development at home, and exert pressure on wages in host nations. Balancing these and other conflicting concerns requires the substantive and expert discourse offered in this book. Contributors discuss, and propose concrete solutions to, vital issues such as the debilitating costs of cross-border labor recruitment and the provision of social and income protection for foreign contract workers. With suggestions on how to facilitate connections between transnational families, and gender- and family-sensitive immigration regimes, this book aims to foster collaborative intergovernmental links as well as partnerships between governments, civil society and international organizations. It shows how the GFMD can positively influence policy and institutional behavior while addressing wider systemic factors in protecting mobile workers.

Book excerpt: The East Asia and Pacific (EAP) region has an international emigrant population of more than 21 million people who remitted US$112 billion to their home countries in 2013. The region also hosts more than 7 million migrant workers, mostly from other Asian countries. These migrant workers account for 20 percent or more of the labor force in economies such as Malaysia and Singapore and thus play a significant role in the economies of the labor-receiving countries. An aging population in many East Asian countries will create significant labor shortages, leading to greater demand for migrant workers. For these reasons, international labor mobility is emerging as an important development issue in East Asia, with important implications for reducing poverty and supporting sustainable economic development in the region. In this context, International Migration and Development in East Asia and the Pacific analyzes the impact of migration on development of the EAP region and examines how international migration should be managed in East Asia in a way that supports development goals while simultaneously protecting the rights of migrants. The study covers trends in international migration in East Asia and overarching regional issues such as the links between macroeconomic management and remittances and the role of demographic trends in migration; the economic impact of migration and remittances on labor-sending countries and labor-receiving countries; the migration industry; and the policies and institutions that govern migration. This report shows that in labor-sending countries remittances help reduce poverty significantly by increasing income for migrants’ families. At the country level, remittances have a significant role in helping finance trade deficits and in bolstering reserves, not only in the small Pacific Island economies but also in large economies such as Vietnam and the Philippines. For labor-receiving countries, such as Malaysia, Singapore, and Hong Kong SAR, China, migrant workers form a significant part of the workforce, especially in labor-intensive manufacturing, construction, plantation agriculture, fishing, and household services. Migrant workers thus help relieve labor shortages, boost output, and maintain competitiveness. The role of migrant workers will become more important in the future given the rapid population aging in many labor-receiving East Asian countries. Given these factors, the key question concerning international migration in East Asia and the Pacific is not whether it is desirable but how it should be managed in the future. International Migration and Development in East Asia and the Pacific discusses a range of policy options in both labor-sending and labor-receiving countries to address this question.
