It focuses on community participation in the selection of the indicators to be monitored as well as community participation in the learning and application of knowledge from the data that is collected. As with other aspects of collaborative management, collaborative monitoring emphasizes building local capacity so that communities can gradually assume full responsibility for the management of their resources. The cases in Negotiated Learning highlight best practices, but stress that collaborative monitoring is a relatively new area of theory and practice. The cases focus on four themes: the challenge of data-driven monitoring in forest systems that supply multiple products and serve diverse functions and stakeholders; the importance of building upon existing dialogue and learning systems; the need to better understand social and political differences among local users and other stakeholders; and the need to ensure the continuing adaptiveness of monitoring systems.

Book excerpt: The National Forest project was established in 1995 with the aim of creating a new English forest across a 200 square mile area, embracing parts of Leicestershire, Staffordshire and Derbyshire. The National Forest's purpose is to increase woodland cover to a third of The National Forest area, whilst demonstrating sustainable, multi-purpose land use, including growing timber, providing leisure and tourism facilities and developing natural habitats. Key features of The National Forest are its linkage of previously isolated ancient woodlands and the establishment of new nature reserves, as well as the provision of a framework for farm diversification and the regeneration of former coalfields. It is delivering tangible environmental, economic and social benefits to an area of the Midlands - much of which was suffering economic and environmental decline - through planting trees to create new woods and forests. Its achievement is not so much in trebling the proportion of land with tree cover to 18 per cent, but that, in so doing, it has helped to regenerate the local economy, open up the Forest to greater public use and improve the natural environment. The success has been built on the commitment and skills of all the partner organisations, and The National Forest Company has played a crucial leadership role to enable the project to deliver effectively the multiple benefits of forestry. There needs to be a systematic approach to disseminating the company's experiences so that lessons learned can be exploited across England.

Book excerpt: Professor John Harper, in his recent Population Biology of Plants (1977), made a comment and asked a question which effectively states the theme of this book. Noting that 'one of the consequences of the development of the theory of vegetational climax has been to guide the observer's mind forwards', i. e. that 'vegetation is interpreted asa stage on the way to something', he commented that 'it might be more healthy and scientifically more sound to look more often backwards and search for the explanation of the present in the past, to explain systems in relation to their history rather than their goal'. He went on to contrast the 'disaster theory' of plant succession, which holds that communities are a response to the effects of past disasters, with the 'climax theory', that they are stages in the approach to a climax state, and then asked 'do we account most completely for the characteristics of a population by a knowledge of its history or of its destiny?' Had this question been put to R. S. Adamson, E. J. Salisbury, A. G. Tansley or A. S. Watt, who are amongst the giants of the first forty years of woodland ecology in Britain, their answer would surely have been that understanding lies in a knowledge of destiny. Whilst not unaware of the historical facts of British woodlands, they were preoccupied with ideas of natural succession and climax, and tended to interpret their observations in these terms.
