Book excerpt: However the president chooses to address the threat posed by Iran’s nuclear program, it will be just one part of a broader challenge. Iran poses a significant threat to Middle Eastern order and directly threatens U.S. allies across the region. Returning some measure of stability to the increasingly fractured Middle East—a vital and enduring U.S. national security interest—requires confronting the spread of Iran’s influence. The task force believes that Iran’s regional behavior is destabilizing, a threat to both U.S. interests and allies. The task force further believes that the United States must play a key role in responding to this threat and that doing so will require a far more comprehensive policy than Washington, which is understandably focused on reining in Iran’s nuclear program and defeating ISIS, has so far pursued. The three policy options offer varying approaches to this problem—each with their own pros and cons; task force members have different views on which would be most effective—but all converge on the need for U.S. leadership and long-term engagement in the region. To protect U.S. interests, Washington must now pick a course and pursue it systematically.

New awareness of the nexus between U.S. national security interests and the desire of many Arabs, if not their leaders, for political liberalization and economic reform has opened a window of opportunity for U.S. policy. While there is no doubt that internal political dynamics are creating pressure for change, the United States is also shaping events in the Middle East. The invasion of Iraq, demands for reform of Palestinian political institutions, calls for democracy in Egypt, and support for the Lebanese opposition have helped create momentum for change throughout the Arab world. In this timely report, a bipartisan group of experts examines the political, social, and economic dynamics of the Arab Middle East. They evaluate the effectiveness of current U.S. efforts to advance political and economic liberalization in the region; and they make a series of recommendations to U.S. policymakers on how best to support the change underway.

The lecture was intended to serve as a historical introduction to the subject, using the 1958 American intervention in Lebanon as a case in point. It was thought that by analyzing the Lebanon intervention one could demonstrate several important lessons: how political and diplomatic objectives directly affect the character of modern military operations; how an operational military plan is conceived and what evolutions it endures before it is executed; how such plans, though they appear to anticipate every operational problem, are usually unequal to the realities of operational practice; and, finally, how valuable a quality mental agility can be when put to use by a military commander and his subordinates. Interestingly, most of the literature dealt with the Marines if of it took notice of military operations at all.

Book excerpt: Critical examinations of efforts to make governments more efficient and responsive Political upheavals and civil wars in the Middle East and North Africa (MENA) have obscured efforts by many countries in the region to reform their public sectors. Unwieldy, unresponsive—and often corrupt—governments across the region have faced new pressure, not least from their publics, to improve the quality of public services and open up their decisionmaking processes. Some of these reform efforts were under way and at least partly successful before the outbreak of the Arab Spring in 2010. Reform efforts have continued in some countries despite the many upheavals since then. This book offers a comprehensive assessment of a wide range of reform efforts in nine countries. In six cases the reforms targeted core systems of government: Jordan's restructuring of cabinet operations, the Palestinian Authority's revision of public financial management, Morocco's voluntary retirement program, human resource management reforms in Lebanon, an e-governance initiative in Dubai, and attempts to improve transparency in Tunisia. Five other reform efforts tackled line departments of government, among them Egypt's attempt to improve tax collection and Saudi Arabia's work to improve service delivery and bill collection. Some of these reform efforts were more successful than others. This book examines both the good and the bad, looking not only at what each reform accomplished but at how it was implemented. The result is a series of useful lessons on how public sector reforms can be adopted in MENA.

RAND researchers offer an alternative framework, suggesting that the U.S. strategic priority must center on reducing regional conflict and the drivers of conflict. This revised strategic approach puts a greater focus on addressing conflict and socioeconomic challenges that are creating unsustainable pressures on the region's states and immense suffering among its people. Researchers analyze how the tools of U.S. policy--political, security, economic, diplomatic, and informational instruments--would need to adjust to more effectively address such challenges in ways that are mindful of limited resources at home. Researchers also examine how the United States deals with both partners and adversaries in and outside the region and consider how to better leverage policies to the benefit of U.S. interests and the region.
