By combining the strengths of each, the estimators can be used at a remarkably disaggregated level. They have a clear interpretation, are mutually comparable, and can be assessed for reliability using standard statistical theory. Using data from Ecuador, the authors obtain estimates of welfare measures, some of which are quite reliable for populations as small as 15,000 households--a "town." They provide simple illustrations of their use. Such estimates open up the possibility of testing, at a more convincing intra-country level, the many recent models relating welfare distributions to growth and a variety of socioeconomic and political outcomes. This paper--a product of the Poverty Team, Development Research Group--is part of a larger effort in the group to develop tools for the analysis of poverty and income distribution.

Book excerpt: Elbers, Lanjouw, and Lanjouw discuss the use of imputed data in regression analysis, in particular the use of highly disaggregated welfare indicators (from so-called quot;poverty mapsquot;). They show that such indicators can be used both as explanatory variables on the right-hand side and as the phenomenon to explain on the left-hand side. The authors try out practical ways of adjusting standard errors of the regression coefficients to reflect the error introduced by using imputed, rather than actual, welfare indicators. These are illustrated by regression experiments based on data from Ecuador. For regressions with imputed variables on the left-hand side, the authors argue that essentially the same aggregate relationships would be found with either actual or imputed variables. They address the methodological question of how to interpret aggregate relationships found in such regressions.This paper - a product of the Poverty Team, Development Research Group - is part of a larger effort in the group to develop methods of welfare estimation at the micro level.

Book excerpt: The measurement of price changes, economic welfare, and demand parameters is currently based on three disjoint approaches: macroeconomic models derived from time-invariant utility functions, microeconomic estimation based on time-varying utility (demand) systems, and actual price and real output data constructed using formulas that differ from either approach. The inconsistencies are so deep that the same assumptions that form the foundation of demand-system estimation can be used to prove that standard price indexes are incorrect, and the assumptions underlying standard exact and superlative price indexes invalidate demand-system estimation. In other words, we show that extant micro and macro welfare estimates are biased and inconsistent with each other as well as the data. We develop a unified approach to demand and price measurement that exactly rationalizes observed micro data on prices and expenditure shares while permitting exact aggregation and meaningful macro comparisons of welfare over time. We show that all standard price indexes are special cases of our approach for particular values of the elasticity of substitution, constant preferences for each good, and a constant set of goods. In contrast to these standard index numbers, our approach allows us to compute changes in the cost of living that take into account both changes in the preferences for individual goods and the entry and exit of goods over time. Using barcode data for the U.S. consumer goods industry, we show that allowing for the entry and exit of products, changing preferences for individual goods, and a value for the elasticity of substitution estimated from the data yields substantially different conclusions for changes in the cost of living from standard index numbers.

Book excerpt: The focus of the paper is a theoretical discussion of welfare measurement on a micro level and of identification of poverty. The theoretical ideas will be illustrated by a description of empirical measures that were used in research on poverty and distribution and examples based on the European Community Household Panel (ECHP). This data set gives the possibility to calculate several poverty measures for relative income poverty, subjective income poverty and relative deprivation. Poverty can be, and in almost all cases it is (explicitly or implicitly), defined as a lack of welfare. On the basis of this very general definition, the paper shows first how welfare can be defined theoretically. For this purpose we use microeconomic household theory. Interestingly, there is a great parallelism between the way the production of utility or welfare is dealt with in microeconomics and the measurement of welfare and poverty in empirical distribution studies. In this theoretical framework the empirical possibilities of poverty and welfare measurement that can be found in the literature will be discussed, including own calculated results on the basis of the ECHP. Second, we take a look at the question of drawing the line. It will be described how this question is answered in empirical poverty research. Again, this will be commended with own calculations on the basis of the ECHP. This welfare theory based classification of poverty measures has the advantage that underlying assumptions of poverty measures can be discovered and that differences between and the advantages and disadvantages of different poverty measures can be seen and be discussed more clearly.

The analysis shows that inferences about inequalities in education, health care use, fertility, child mortality, as well as labor market outcomes are quite robust to the specific economic status measure used. The measures-most significantly per capita expenditures versus the class of asset indices-do not, however, yield identical household rankings. Two factors stand out in predicting the degree of congruence in rankings between per capita expenditures and an asset index. First is the extent to which per capita expenditures can be explained by observed household and community characteristics. In settings with small transitory shocks to expenditure, or with little measurement error in expenditure, the rankings yielded by the alternative approaches are most similar. Second is the extent to which expenditures are dominated by individually consumed goods such as food. Asset indices are typically derived from indicators of goods which are effectively public at the household level, while expenditures are often dominated by food, an almost exclusively private good. In settings where private goods such as food are the main component of expenditures, asset indices and per capita consumption yield the least similar results, although adjusting for economies of scale in household expenditures reconciles the results somewhat.

This paper outlines a simple procedure for investigating the determinants of household welfare and demonstrates its use with recent data from Cote d'Ivoire. Despite the relative simplicity, much information is obtained from its use on cross-sectional survey data. Results specific to Cote d'Ivoire include : high (low) returns to education in urban (rural) areas; high benefits from cocoa land relative to coffee land; a significant impact on economic welfare from the availability of medical services, and no apparent benefits from agricultural extension services.
