Book excerpt: Since 2006, when Mexican president Felipe Calderon declared war on the drug cartels, there has been a rise in the number of Mexican nationals seeking political asylum in the United States to escape the ongoing drug cartel violence in their home country. Political asylum cases in general are claimed by those who are targeted for their political beliefs or ethnicity in countries that are repressive or are failing. Mexico is neither. Nonetheless, if the health of the Mexican state declines because criminal violence continues, increases, or spreads, U.S. communities will feel an even greater burden on their systems of public safety and public health from "narco-refugees." Given the ever increasing cruelty of the cartels, the question is whether and how the U.S. Government should begin to prepare for what could be a new wave of migrants coming from Mexico. Allowing Mexicans to claim asylum could potentially open a flood gate of migrants to the United States during a time when there is a very contentious national debate over U.S. immigration laws pertaining to illegal immigrants. On the other hand, to deny the claims of asylum seekers and return them to Mexico where they might very well be killed, strikes at the heart of American values of justice and humanitarianism. This monograph focuses on the asylum claims of Mexicans who unwillingly leave Mexico rather than those who willingly enter the United States legally or illegally. To navigate in this complexity will require greater understanding and vigilance at all levels of the U.S. Government.

Over 30,000 Mexicans have been killed since Mexican President Felipe Calderon launched a campaign to destroy drug cartels and gangs, which have perpetrated heinous acts of violence like dismemberments and decapitations. Small towns in Mexico near the U.S. border have been abandoned out of fear of criminal violence. Businesses have reconsidered their investments and their operations in Mexico. Such large-scale violence in other countries has led many people to seek safety by crossing an international border. This is beginning to happen with Mexicans seeking asylum in the United States. Dr. Kan examines the growing movement of Mexicans who are coming to the United States out of fear of cartel violence. Unlike illegal immigration, these Mexicans are leaving unwillingly. The effects of such a movement, if it increases steadily or suddenly, will force U.S. policymakers to rethink much of the strategic environment in the hemisphere and place pressure on them to reconsider national security priorities. More than just another item on the international security agenda, drug trafficking in fact exacerbates threats to national and international security. In this light, the book argues that global drug trafficking should not be treated as one international security issue among many. Rather, due to the unique nature of the trade, illegal drugs have made key threats to national and international security more complex, durable, and acute. Drug trafficking therefore makes traditional understandings of international security inadequate. Each chapter examines how drug trafficking affects a particular security issue, such as rogue nations, weak and failing states, protracted intrastate conflicts, terrorism, transnational crime, public health, and cyber security. While some texts see drug trafficking as an international threat in itself, others place it under the topic of transnational organized crime, arguing that the threats emanate from criminal groups. This book, on the other hand, provides a thorough understanding of how a vast array of threats to international security are exacerbated by drug trafficking.

Though only 4 percent of the US population lives in proximity to the border, imagining what the wall would look like came easily to most Americans, in part because of how images of the border are reproduced and circulated for national audiences. Border Optics considers the US-Mexico border as one of the most visualized and imagined spaces in the US. As a place of continual crisis, permanent visibility, and territorial defense, the border is rendered as a layered visual space of policing—one that is seen from watchtowers, camera-mounted vehicles, helicopters, surveillance balloons, radar systems, unmanned aerial vehicles, and live streaming websites. Book excerpt: The primary thrust of the monograph is to explain the linkage of contemporary criminal street gangs (that is, the gang phenomenon or third generation gangs) to insurgency in terms f the instability it wreaks upon government and the concomitant challenge to state sovereignty. Although there are differences between gangs and insurgents regarding motives and modes of operations, this linkage infers that gang phenomena are mutated forms of urban insurgency. In these terms, these "new" nonstate actors must eventually seize political power in order to guarantee the freedom of action and the commercial environment they want. The common denominator that clearly links the gang phenomenon to insurgency is that the third generation gangs' and insurgents' ultimate objective is to depose or control the governments of targeted countries. As a consequence, the "Duck Analogy" applies. Third generation gangs look like ducks, walk like ducks, and act like ducks - a peculiar breed, but ducks nevertheless! This monograph concludes with recommendations for the United States and other countries to focus security and assistance responses at the strategic level. The intent is to help leaders achieve strategic clarity and operate more effectively in the complex politically dominated, contemporary global security arena.

Book excerpt: When Emilio López made his way to Atlanta, Georgia from México’s third most populated city, where he had grown up, worked, married and had two daughters, he was in pain. He had hurt his back in a work-related accident and was still recovering. “Es algo que no se lo deseo a nadie” [It’s something I don’t wish upon anyone], he began. Eventually he would come to talk about another kind of pain that previously had been too raw to share, one provoked by having to leave his school-aged daughters, wife, and country in search of a job ‘para ver por mi familia’ [to look after my family]. Emilio, and others in this study, father at a distance from their children once they cross the México-U.S. border. They tell a story about globalization and neoliberalism that reveals the dystopias families traverse when parents cross borders as a way to ‘look after their family.’ The narratives challenge policies, laws and economic arrangements that separate families. The fathers also remind us that while Mexican immigrants support the Mexican economy to the tune of 24 billion dollars a year through remittances, and help fuel the U.S. economy through their underpaid labor, the fathers see themselves as much more than workers and providers. Their identities are informed by an expansive definition of fathering. Although the fathers’ sense of disillusionment grows as they experience only modest gains for their families and live in precarious circumstances themselves, they nonetheless create radical and bold models of affection, care, love and fathering that help them overcome borders and the failures of the state to stay connected as a family.
