Chris Hesketh examines the production of space within the global political economy. Drawing on multiple disciplines, Hesketh’s discussion of state formation in Mexico takes us beyond the national level to explore the interplay between global, regional, national, and sub-national articulations of power. These are linked through the novel deployment of Antonio Gramsci’s concept of passive revolution, understood as the state-led institution or expansion of capitalism that prevents the meaningful participation of the subaltern classes. Furthermore, the author brings attention to the conflicts involved in the production of space, placing particular emphasis on indigenous communities and movements and their creation of counterspaces of resistance. Hesketh argues that indigenous movements are now the leading social force of popular mobilization in Latin America. The author reveals how the wider global context of uneven and combined development frames these specific indigenous struggles, and he explores the scales at which they must now seek to articulate themselves.

The argument is developed through a paired comparison of two states in central Mexico, Puebla and Querétaro. These publicly owned and operated markets supplied households with everyday necessities and generated revenue for local authorities. At the same time, they were embedded in a wider network of economic and social relations that gave market vendors an influence far beyond the running of their stalls. As they fed the capital's population, these vendors fought to protect their own livelihoods, shaping the public sphere and broadening the scope of popular politics. Vendors' Capitalism argues for the centrality of Mexico City's public markets to the political economy of the city from the restoration of the Republic in 1867 to the heyday of the Mexican miracle and the PRI in the 1960s. Each day vendors interacted with customers, suppliers, government officials, and politicians, and the multiple conflicts that arose repeatedly tested the institutional capacity of the state. Through a close reading of the archives and an analysis of vendors' intersecting economic and political lives, Ingrid Bleynat explores the dynamics, as well as the limits, of capitalist development in Mexico.

Why did Mexico's leaders shift in the 1980s from nationalism to "Southern Liberalism"? In The Political Economy of Foreign Investment in Mexico, Van R. Whiting, Jr., examines the domestic and international forces that shape the political choices made by one of the Third World's largest and strongest states. Whiting contends that neither dependency nor statism is sufficient to explain foreign investment policy in Mexico. Political preferences and political choices do matter. But domestic and international structural constraints, he argues, bound the choices of policy makers. Globalization of capital and technology, for example, shapes policy options in a way that favors liberalization. In the first half of the book, Whiting examines Mexico's nationalist tradition and the limits of its foreign investment policies. The joint venture policy and the regulatory apparatus put in place in the 1970s did not succeed in replacing the capital, technology, and marketing capabilities of foreign firms. In the second half, he explains how international industrial structure limited national policy and created greater opportunities for liberalization. In his conclusion, Whiting highlights the importance of understanding "constrained choice" for moving beyond positivist explanations in social science. Using extensive fieldwork in Mexico, including more than a hundred interviews with policy makers and business executives, he shows how a powerful global trend toward industrial integration shaped choices and transformed constraints, increasing the importance of access to markets. Where the city’s most infamous open-air drug market once stood, a farmers’ market now sells grass-fed beef and homemade duck egg ravioli. On the corner where AM.PM carryout used to dish out soul food, a new establishment markets its $28 foie gras burger. Shaw is experiencing a dramatic transformation, from “ghetto” to “gilded ghetto,” where white newcomers are rehabbing homes, developing dog parks, and paving the way for a third wave coffee shop on nearly every block. Race, Class, and Politics in the Cappuccino City is an in-depth ethnography of this gilded ghetto. Derek S. Hyra captures here a quickly gentrifying space in which long-time black residents are joined, and variously displaced, by an influx of young, white, relatively wealthy, and/or gay professionals who, in part as a result of global economic forces and the recent development of central business districts, have returned to the cities earlier generations fled decades ago. As a result, America is witnessing the emergence of what Hyra calls “cappuccino cities.” A cappuccino has essentially the same ingredients as a cup of coffee with milk, but is considered upscale, and is double the price. In Hyra’s cappuccino city, the black inner-city neighborhood undergoes enormous transformations and becomes racially “lighter” and more expensive by the year.
