Today, in contrast, the country is famous, or perhaps infamous, for being run by American-trained neoclassical economists. In 1993, the Economist suggested that Mexico had the most economically literate government in the world--a trend that has continued since Mexico's transition to multi-party democracy. To the accompanying fanfare of U.S. politicians and foreign investors, these technocrats embarked on the ambitious program of privatization, deregulation, budget-cutting, and opening to free trade--all in keeping with the prescriptions of mainstream American economics. This book chronicles the evolution of economic expertise in Mexico over the course of the twentieth century, showing how internationally credentialed experts came to set the agenda for the Mexican economics profession and to dominate Mexican economic policymaking. It also reveals how the familiar language of Mexico's new experts overlays a professional structure that is still alien to most American economists. Sarah Babb mines diverse sources--including Mexican undergraduate theses, historical documents, and personal interviews--to address issues relevant not only to Latin American studies, but also to the sociology of professions, political sociology, economic sociology, and neoinstitutionalist sociology. Using a series of case studies to show how role conflict has operated in Mexico’s foreign policy, Omar Loera-González studies three specific settings where Mexico could have displayed middle-power behaviour. First, he analyses Mexico’s controversial membership and performance in the Iraq crisis within the Security Council of the United Nations from 2002 to 2003. The second case study examines Mexico’s ambition to display a regional leadership role in regional multilateral bodies like the Community of Latin American and Caribbean States (CELAC) and the Pacific Alliance (PA). In the third and final case study, Loera-González focuses on Mexico’s engagement in human rights and democracy promotion. Conflicting expectations from several actors – domestic and external – have led to a foreign policy contradictory to what is expected for a country with Mexico's material capabilities and its foreign policy objectives. Book excerpt: This book traces the process by which national elections became international events or, more precisely, what the effects of this process are on state sovereignty. Contrary to the conventional wisdom in International Relations - to judge by the neglect of this phenomenon in the literature - this book argues that the study of IEM does not belong only in the field of comparative politics. As a system-wide phenomenon, IEM should not be restricted to the study of purely domestic politics or of foreign policy. This book contends that sovereignty has been partially transformed by the recent emergence of IEM. Furthermore, the author locates the origins of this change in the Americas, claiming that the western hemisphere's normative structure - what Santa-Cruz calls the Western Hemisphere Idea (WHI) - was particularly conducive to this new understanding of state sovereignty. This is the first work to engage the issue of IEM in a comprehensive manner from a theoretical perspective. International Election Monitoring, Sovereignty, and the Western Hemisphere covers a broad and relevant scholarly literature, and the cases comparisons widen the book's appeal, since they illustrate a useful range of experience.

Book excerpt: Workers, Neighbors, and Citizens examines the mobilization of workers and the urban poor in Mexico City from the eve of the 1910 revolution through the early 1920s, producing for the first time a nuanced illumination of groups that have long been discounted by historians. John Lear addresses a basic paradox: During one of the great social upheavals of the twentieth century, urban workers and masses had a limited military role, yet they emerged from the revolution with considerable combativeness and a new significance in the power structure. Lear identifies a significant and largely underestimated tradition of resistance and independent organization among working people that resulted in part from the changes in the structure of class and community in Mexico City during the last decades of Porfirio Diaz's rule (1876?1910). This tradition of resistance helped to join skilled workers and the urban poor as they embraced organizational opportunities and faced crises in wages and access to food and housing as the revolution escalated. Emblematic of these ties was the role of women in political agitation, street mobilizations, strikes, and riots. Lear suggests that the prominence of labor after the revolution was neither a product of opportunism nor one of revolutionary consciousness, but rather the result of the ongoing organizational efforts and cultural transformations of working people that coincided with the revolution.
