Book excerpt: After the September 11, 2001 (9/11), attacks on the United States, homeland defense became the primary issue in U.S. defense policy. At the same time, it was clear that homeland defense would have to become a trilateral continental issue, and, thus, would have to include Canada and Mexico. Because the United States and Canada already had developed a relatively close relationship during and after World War II as a result of their common interests and efforts in NATO (North Atlantic Treaty Organization) and NORAD (North American Air Defense), it became important to begin to understand the Mexican armed forces and their capabilities. This monograph, written from a Canadian prospective, is a significant step in that direction. Because interaction among the U.S., Mexican, Canadian, and other hemispheric armed forces is likely to increase, within or outside a continental economic and/or security architecture, better mutual understanding of the structure and inner workings of the not well understood Mexican armed forces is indispensable. Thus, the purpose of this monograph is to provide a long-overdue appraisal of the Mexican armed forces, with the intention of acquainting those in Canada and the United States and other countries in the Western Hemisphere with the Mexican armed forces. This monograph will demonstrate that the armed forces are professional and well respected in Mexico, and that many Mexicans depend on these forces for medical services, physical and human development, and disaster relief. Additionally, the authors expect that this monograph will contribute to a more universal understanding of the history, structure, and doctrine of the Mexican forces, and of the changing nature of civil-military relations in Mexico. This is not only desirable, but likely necessary, as we move further into 21st century interdependence.

Book excerpt: The argument in this thesis is that the Mexican military stands as a hindrance in Mexico's consolidation because of the lack of executive and legislative controls over the armed forces, and military prerogatives. The loss of power by the Institutional Revolutionary Party (PRI) left a void of control overt the military and no other mechanisms exists to control the military. The military's prerogatives include a unique relationship to the chief executive, active-duty military participation in the cabinet, a role in intelligence and police functions and others. These prerogatives make them autonomous, intrusive in society, and are turning the country into a militarized zone, and when coupled with the lack of controls over the military, equates to a volatile mixture needing only a spark to set off an explosion of military concentation of authority. A threat to their prerogatives by politicians or the president could in the future be the spark that ignites that dangerous mixture into a contestation of authority that hinders the democratic process. Finally, the problems with insurgency, drugs, and crimes have caused the government to leave the affairs of internal security to the military, giving therm more prerogatives. As a result, the military has expanded its presence throughout Mexico and fulfills many functions in society, and when coupled with lack of executive and legislative controls over the military, hinders the consolidation of democracy.

Book excerpt: Mexican society is becoming militarized due to the increased use of the Mexican military in domestic affairs. This militarization is the result of three factors: the internal focus of the military, the drug war, and corruption. The internal focus of the Mexican military is based on doctrine. Mexico's drug war began in 1986 when U.S. President Reagan convinced their government that the trafficking of drugs constituted a National security threat. Corruption is pervasive in Mexico due to the combination of seven decades of authoritarian rule by the hegemonic Institutional Revolutionary Party (PRI) and the associated effects from transnational drug trafficking. The army represents the last publicly respected institution in Mexico. During the past three years, almost the entire law enforcement apparatus to combat drug trafficking has been replaced with military soldiers and numerous key political appointees and governmental positions have been filled with Mexican generals and colonels. There are few national interests more profoundly consequential to the United States than the political stability and general welfare of Mexico. The militarization and changing civil military relations in Mexico is an important aspect in U.S. Mexico relations and must be considered impossible policy changes.

Camp focuses on the past two decades during which democratic transformation produced important changes within the armed forces, in particular the navy. Despite institutional autonomy, a lack of reform, and an increase in civilian missions, the Mexican armed forces remain subordinate to civilian political authorities, and Camp finds little evidence to support the common notion that they are a significant threat to civilian supremacy in general or to the democratic process in particular. This work draws from published and unpublished sources, military websites, and material obtained through numerous freedom of information requests made directly through the secretariat of national defense. It includes correspondence and interviews with Mexican officers, specialists and journalists who have covered the military and American officers who have trained or worked with the Mexican armed forces. Based upon thirty-five years of research, Camp incorporates detailed data on 670 army, air force, and naval officers at the two or three star rank, into the only comprehensive biographical data bank ever compiled on the Mexican military. Available in PDF, EPUB and Kindle. Book excerpt: On 9 March 1916, the forces of Doroteo Arango, better known as Francisco "Pancho" Villa, attacked the small border town of Columbus, New Mexico. In response to the raid, President Woodrow Wilson authorized Brig. Gen. John J. "Black Jack" Pershing to organize an expedition into Chihuahua, Mexico, in order to kill or capture Villa and those responsible for the assault. By 15 March, 4,800 Regular Army soldiers had assembled in Columbus and Camp Furlong, the Army garrison just outside of the town's center. These men fanned out into the Mexican countryside on horseback in small, highly mobile cavalry detachments-sometimes led by local guides or by the Army's Apache scouts-that could cover large swaths of sparsely populated and rough terrain. Cavalrymen employed skills and strategies developed in the preceding decades on frontier campaigns in the West and in warfare against irregular, guerrilla forces in the Philippines. The Mexican Expedition, popularly called the "Punitive Expedition," was to be one of the last operations to employ these methods of warfare and one of the first to rely extensively on trucks. It also provided a testing ground for another new technology-the airplane. During the eleven months that Pershing's expedition was in Chihuahua, U.S. troops failed to kill, capture, or even spot Pancho Villa, but the impact of the expedition reached far beyond the deserts of northern Mexico. The approximately 10,000 regulars that served in the Punitive Expedition gained experience in large, multiunit field operations at a time when small-unit actions were the norm. The Mexican Expedition, 1916-1917, by Julie Irene Prieto, examines the operation, led by General John Pershing, to search for, capture, and destroy Francisco "Pancho" Villa and his revolutionary army in northern Mexico in the year prior to the United States' entry into World War I. This campaign marked one of the final times cavalry was used on a large scale, and it was one of the first to use trucks and airplanes in the field. While Pershing's troops failed to capture Villa, both Regular Army troops and National Guardsmen stationed on the border gained valuable experience in these new technologies.
