Book excerpt: In his beautiful booklnvisible eities Italo Calvino writes about the two cities ofValdrada, the one which lies on the shores of a lake, and the other which is reflected in the lake and contains not only the exterior of Valdrada on the shores, but also its interior, and probably its inhabitants. "Valdrada's inhabitants know", writes Calvino, "that each of their actions is, at once, that action and its mirror image . . . and this awareness prevents them from succumbing for a single moment to chance and forgetfulness". Such mirror image relations are characteristic of the Israeli-Palestinian relations, and the awareness of this property is, to my mind, one of the most dominant experiences in being 'an Israeli. As an Israeli I can testify that Palestinianism is a permanent resident in the personal and collective consciousness of Israelis, and I have good grounds to suppose that Zionism plays a similar role in the personal and collective consciousness of Palestinians. The Israeli-Palestinian conflict is thus not only political, but also very personal, and the account I present below is no exception. It is my personal, and in this respect Israeli, perspective of the conflict between Israelis and Palestinians, with no pretension to a value-free and objective science.

Recent Canadian metropolitan reforms are setting precedents and could influence metropolitan agendas worldwide. This edited collection deals with the recent local government reforms in major Canadian cities—Toronto, Ottawa, Montreal, Winnipeg, and Vancouver—and provides comparative insights from other countries—Britain, the United States, Korea, and Israel. Steps undertaken by Canadian provinces have seemingly preferred in some cases ‘old regionalism' territorial reforms over 'new regionalism' horizontal networks of governance. Canadian experiences indicate that both weak metropolitan mechanisms and neighborhood-level governments tend to be unstable, often not fulfilling expectations. Moreover, it seems that only old regionalism deals effectively with sharing fiscal burdens, whereas new regionalism approaches can be effective in development. The cross-national case studies provide a perspective on the role of different political systems and political cultures in determining the metropolitan governance agenda and the reforms undertaken, revealing considerable similarities in the agenda and diversity in responses.

The document, popularly called the Geneva Initiative, contained detailed provisions resolving all outstanding issues between Israel and the Palestinian people, including drawing a border between Israel and Palestine, dividing Jerusalem, and determining the status of the Palestinian refugees. The negotiators presented this citizens' initiative to the Israeli and Palestinian peoples and urged them to accept it. One of the Israeli negotiators was Menachem Klein, a political scientist who has written extensively about the Jerusalem issue in the context of peace negotiations. Although the Geneva Initiative was not endorsed by the governments of either side, it became a fundamental term of reference for solving the Middle East conflict. In this firsthand account, Klein explains how and why these groups were able to achieve agreement. He directly addresses the formation of the Israeli and Palestinian teams, how they managed their negotiations, and their communications with both governments. He also discusses the role of third-party facilitators and the strategy behind marketing the Geneva Initiative to the public. A scholar and participant in the Geneva negotiations, Klein is able to provide both an inside perspective and an impartial analysis of the diplomatic efforts behind this historic compromise.
