La metodología se desarrolla partiendo de las recomendaciones de la norma de calidad en la gestión de proyectos ISO 10.006, complementada en los aspectos necesarios con otros extraídos de los cuerpos de conocimiento del International Project Management Association (IPMA) y el PMBoK del Project Management Institute (PMI). La metodología aquí presentada supone una innovación y una apuesta por la importancia de los sistemas de control de los proyectos desde una perspectiva moderna y global. La metodología cubre todo el ciclo de vida de gestión del proyecto dentro de la organización, desde la concepción del proyecto hasta su ejecución y cierre. Identifica y desarrolla nueve procesos dentro de este ciclo: inicio, definición, planificación inicial, contratación, gestión de personal, ejecución y control, comunicación, gestión de la configuración y cierre. Para cada uno idéntico. La metodología va más allá de los aspectos que cubren las metodologías tradicionales existentes (tipo METRICA como ejemplo más conocido y difundido dentro de las AAPP). Estas suelen ir a aspectos más orientados al desarrollo, tocando sólo ligeramente algunos aspectos de la gestión del proyecto (por ejemplo el interface de gestión de proyectos de Métrica v3). Sin embargo, la metodología aquí presentada es mucho más innovadora, incluyendo todos los aspectos de la gestión de un proyecto, comunicación, gestión de riesgos, integración, alcance, plazos, coste, calidad, recursos humanos y aprovisionamiento. Ninguna metodología a nivel nacional o internacional se basa en el cuerpo de conocimiento de proyectos (ISO 10006, PMBoK). La metodología desarrollada configura una capa en la gestión del proyecto por encima de la metodología de Métrica v3.

Para la elaboracion de la metodologia se ha realizado, en primer lugar, un estudio de las necesidades de gestion en el ambito de la Administracion Publica Espanola, a continuacion se han analizado soluciones metodologicas disponibles para el sector publico y finalmente, a los mapas obtenidos, se les aplicaron los estandares de calidad mas reconocidos. El resultado final fue aplicado en proyectos complejos y criticos del sector publico que demostraron la reduccion del numero de proyectos fracasados y una mayor motivacion en la implicacion de los gestores publicos en la ejecucion de los proyectos, requisito fundamental para la mejora de la productividad en la Administracion Publica.

Book excerpt: Based on twenty case studies of universities worldwide, and on a survey administered to leaders in 101 universities, this open access book shows that, amidst the significant challenges caused by the COVID-19 pandemic, universities found ways to engage with schools to support them in sustaining educational opportunity. In doing so, they generated considerable innovation, which reinforced the integration of the research and outreach functions of the university. The evidence suggests that universities are indeed open systems, in interaction with their environment, able to discover changes that can influence them and to change in response to those changes. They are also able, in the success of their efforts to mitigate the educational impact of the pandemic, to create better futures, as the result of the innovations they can generate. This challenges the view of universities as "ivory towers" being isolated from the surrounding environment and detached from local problems. As they reached out to schools, universities not only generated clear and valuable innovations to sustain educational opportunity and to improve it, this process also contributed to transform internal university processes in ways that enhanced their own ability to deliver on the third mission of outreach
