State of Maryland, Executive Chamber, Annapolis, April 25th, 1861. Gentlemen of the Senate and House of Delegates: The extraordinay condition of affairs in Maryland has induced me to exercise the constitutional prerogative vested in the Grovernor to summon the Legislature in special session, in the hope that your wisdom may enable you to devise prompt and effective means to restore peace and safety to our State. I shall detail briefly the startling events which have induced me to summon you together, and which have so suddenly placed us in the state of anarchy, confusion and danger from which I sincerely trust you may be able to extricate us. Believing it to be the design of the Administration to pass over our soil troops for the defence of the City of Washington, and fearing that the passage of such troops would excite our people and provoke collision, I labored earnestly to induce the President to forego his purpose. I waited upon him in person and urged the importance of my request. I subsequently communicated with him and his cabinet by special despatches, entreating an abandonment of their designs. Book excerpt: Excerpt from Message of the Governor of Maryland, to the General Assembly: January Session, 1860 The near coincidence of these amounts, while they should prevent any other than necessary appropriations, indispone able for the public service, warns also against any immature reduction of the direct tax. After years of heavy impost, cheerfully borne, to respond to engagements, and uphold the the plighted faith of the State, a wise economy in the Legis ture, the gradual increase of wealth in the State, the develop ment of her resources and the activity of her citizens, enabled the General Assembly of 1856 to reduce the direct tax one third. It is now but one tenth of one per cent; an impost that is hardly felt, and upon a basis of taxation which, (ex cept in the city of Baltimore, where a new assessment has just been completed) confessedly does not represent the increased or new values of land, and of all other property. Book excerpt: Excerpt from Message of the Executive, to the General Assembly of Maryland: December Session, 1849 Gentlemen of the Senate and of the House of Delegates: After the lapse of nearly two years since the adjournment of the last session of the General Assembly, the Representatives of the people are again convened, according to the forms of the Constitution, to deliberate upon, and to provide for, the common welfare and interests of their constituents. The history of the intervening period has been singularly marked, by the occurrence of events of extraordinary magnitude and of momentous import; involving, in their results, the fate of existing governments, and deeply affecting the liberty and happiness of no inconsiderable portions of the human race. In the old world, the progress of mental cultivation and intellectual development, stimulated by the happy example of free institutions on this side the Atlantic, has awakened a spirit of inquiry into the natural rights and social condition of man, and aroused its people to a just sense of the hopeless degradation to which they have been consigned, by a long continued habit of passive obedience and unresisting submission. Repudiating the arrogant and impious pretension of divine right, in races of degenerate and imbecile rulers, the nations of continental Europe have arisen in their strength, and struggled manfully, for emancipation from the galling servitude which, for centuries, has oppressed them. If the heroic efforts of enslaved millions, to attain that equal station among the enfranchised of the earth, to which, by the laws of nature, they are justly entitled, have failed of success; if the sufferings and sacrifices, the blood and treasure, the fortitude, courage and constancy, which have sanctified the contest, have extorted from fortune no adequate favor; if treachery on the one hand, leagued with the brute force of combined despotisms on the other, has achieved what neither, singly and alone, could possibly have accomplished; if tyrants are revelling amidst the blighted hopes, the desolated hearths and fallen fortunes of a brave and gallant people, the lovers of liberty in every quarter of the globe are still left, not without consolation. Harrington: Governor of Maryland to the General Assembly of Maryland at Its Regular Session, January, 1920 I am well aware that the message of an outgoing Governor may not be expected to dwell at much length upon the important matters which may come before you, and, therefore, in compliance with Constitutional requirements, and with usual precedent in communicating with your Body, I shall not trespass upon your time farther than may be necessary to call to your attention some things which it seems to me may be of some service. When you last met, the world war was still raging and our State was fulfilling every patriotic obligation and doing its very utmost in upholding and supporting our National Government along all lines towards the successful prosecution of the war. The Special Session of the General Assembly of 1917, and the Regular Session of 1918, passed all measures advocated by the State Administration winch we thought would help Maryland perform its duty to the Government in full keeping with our traditions and history, in the great crisis which arose from the world war. We recall with pride that the Legislature of 1917 placed with the State Council of Defense, appointed by the Governor, the sum of $1,000,000.00, or as much thereof as might he necessary, to be spent for war work and war emergencies within our Stale. And the Legislature of 1918 voted an additional $1,000,000. to the same Body, if in its discretion the money should he needed. The expenditure of this money, as called for in said Acts, was entrusted to an Executive Committee of five members appointed by the State Council of Defense, to which was added the State Comptroller and Treasurer or a Committee of seven.
