Book excerpt: Excerpt from Message of the Governor of Maryland, to the General Assembly: January Session, 1860 The near coincidence of these amounts, while they should prevent any other than necessary appropriations, indispone able for the public service, warns also against any immature reduction of the direct tax. After years of heavy impost, cheerfully borne, to respond to engagements, and uphold the the plighted faith of the State, a wise economy in the Legis ture, the gradual increase of wealth in the State, the develop ment of her resources and the activity of her citizens, enabled the General Assembly of 1856 to reduce the direct tax one third. It is now but one tenth of one per cent; an impost that is hardly felt, and upon a basis of taxation which, (ex cept in the city of Baltimore, where a new assessment has just been completed) confessedly does not represent the increased or new values of land, and of all other property. Book excerpt: Excerpt from Message of the Governor of Maryland, to the General Assembly, January Session, 1864 Although the stock was upon its face redeemable at the pleasure of the State, it was a question whether, without some Legislative Act expressive of that pleasure, the State Officers, who had negotiated the Loan, had the right, and without the consent of the holder, to redeem it by payment of the amount due upon its face with the interest accrued. Rather than pay interest until the next Session of the Legis lature upon a sum not required by the Treasury, I concurred in the propriety of that Department offering to pay back to the holders of the Loan, the amount of premium which they had paid on it, which proposal they accepted, and the whole amount of that stock was consequently redeemed on these terms, costing the State only the interest thereon for the few months of its existence. The nett amount of the National Tax therefore due from the State for 1862, and which was was paid into the Treasury of the United States before the 30th of June of that year, and without making any addition whatever to the debt of the State. Accordingly, I sent a special messen er to Washington, with a despatch to the administration a vising that no more troops be sent through Maryland that the troops at Anna polis be sent elsewhere and urging that a truce be offered with a view of a peaceful settlement of existing difficulties by mediation. I suggested that Lord Lyons, the British Minister, be requested to act as mediator between the con tending parties. The result of the mission will be seen from the correspondence herewith submitted.
