Book excerpt: Most accounts of the Spanish transition to democracy have been celebratory exercises at the service of a stabilizing rather than a critical project of far-reaching reform. As one of the essays in this volume puts it, the “pact of oblivion,” which characterized the Spanish transition to democracy, curtailed any serious attempt to address the legacies of authoritarianism that the new democracy inherited from the Franco era. As a result, those legacies pervaded public discourse even in newly created organs of opinion. As another contributor argues, the Transition was based on the erasure of memory and the invention of a new political tradition. On the other hand, memory and its etiolation have been an object of reflection for a number of film directors and fiction writers, who have probed the return of the repressed under spectral conditions. Above all, this book strives to present memory as a performative exercise of democratic agents and an open field for encounters with different, possibly divergent, and necessarily fragmented recollections. The pact of the Transition could not entirely disguise the naturalization of a society made of winners and losers, nor could it ensure the consolidation of amnesia by political agents and by the tools that create hegemony by shaping opinion. Spanish society is haunted by the specters of a past it has tried to surmount by denying it. It seems unlikely that it can rid itself of its ghosts without in the process undermining the democracy it sought to legitimate through the erasure of memories and the drowning of witnesses' voices in the cacaphony of triumphant modernization.

The material, visual, narrative, and pedagogical interventions it analyzes address the dark years of state repression (1976-1983) while engaging ongoing debates about how this traumatic past should be transmitted to future generations. Two theoretical principles structure the book’s approach to cultural recall: the first follows from an understanding of memory as a social construct that is always as much about the past as it is of the present; the second from the observation that what distinguishes memory from history is affect. These principles guide the study of iconic sites of memory in the city of Buenos Aires; photographic essays about the missing and the dictatorship’s legacies of violence; documentary films by children of the disappeared that challenge hegemonic representations of seventies’ militancy; a novel of exile that moves recollection across national boundaries; and a human rights education program focused on memory. Understanding recollection as a practice that lends coherence to disparate forces, energies, and affects, the book approaches these spatial, visual, and scripted registers as impassioned narratives that catalyze a new attentiveness within those they hail. It suggests, moreover, that by inciting deep reflection and an active engagement with the legacies of state violence, interventions like these can help advance the cause of transitional justice and contribute to the development of new political subjectivities invested in the construction of less violent futures.

Rajca combines cultural studies and critical theory to explore how the aftereffects of dictatorship have been used to formulate dominant notions of human rights in the present. In so doing, he critiques the exclusionary nature of these processes and highlights who and what count (and do not count) as subjects of human rights as a result. Through an engaging exploration of the concept of “never again” (nunca más/nunca mais) and close analysis of photography exhibits, audiovisual installations, and other art forms in spaces of cultural memory, the book explores how aesthetic interventions can suggest alternative ways of framing human rights subjectivity beyond the rhetoric of liberal humanitarianism. The book visits sites of memory, two of which functioned as detention and torture centers during dictatorships, to highlight the tensions between the testimonial tenor of permanent exhibits and the aesthetic interventions of temporary installations there.
